Probation and Parole Officer

Positions in this job family are responsible for performing routine professional social service and law‑enforcement duties in the areas of assessment of criminogenic need, transition plan design, treatment referral and ongoing monitoring of offender behavior. Supervision services are provided in the community for probationers, parolees and inmates in re‑entry programs with the objective of increasing public safety through the reduction of future criminal behavior.

  • Manage a caseload of adult felons, employing motivational interviewing skills to complete a scientific assessment of criminogenic risk/need and determine the offender’s stage of change for each identified need area.
  • Refer offenders to appropriate treatment and/or programs targeting primary criminogenic needs.
  • Monitor offender activities to ensure adherence to action steps negotiated through transition planning and to conditions ordered by the releasing authority.
  • Assist offenders in obtaining and maintaining employment and engage ongoing support by helping identify a pro‑social network of family and friends.
  • Provide periodic screening for drug and alcohol use by offenders.
  • Conduct investigations, including pre‑sentence, interstate, pre‑pardon and pre‑parole.
  • Prepare reports concerning offender activities and provide recommendations for the releasing authority.
  • Maintain documentation—physical and electronic—relating to offender caseload management.
  • Monitor and collect payment of financial obligations ordered by the releasing authority.
  • Assist in security operations during prison disturbances and arrest and transport offenders when required.
Level Descriptor

Level I – Entry‑level duties involved in the supervision of probationers, parolees and inmates in re‑entry programs.

Level II – Full‑performance duties involving supervision of probationers, parolees and inmates in pre‑entry programs; may provide training and guidance to others.

Level III – Specialist level with subject‑matter expertise in evidence‑based practice such as motivational interviewing, assessment or transition planning; provides direct cognitive programming and supervises offenders with complex behavioral issues.

Knowledge, Skills, Abilities, and Competencies
  • Knowledge of laws, policies, procedures, and evidence‑based supervision practices.
  • Knowledge of community resources and re‑entry services.
  • Ability to conduct investigations, write reports, and give courtroom testimony.
  • Skills in motivational interviewing, counseling, and substance‑testing collection.
  • Proficiency in electronic technology for supervision and information management.
  • Leadership and training skills at Level II and Level III.
  • Effective communication and relationship‑building with community partners.
Education and Experience

Level I – Bachelor’s degree from an accredited institution with at least 24 semester hours in psychology, sociology, social work, criminology, education, criminal justice administration, penology, or police science.

Level II – Same educational requirement plus two years of correctional experience in social casework (or one year of experience if holding a master’s degree in a related field).

Level III – Same educational requirement plus four years of correctional experience in social casework (or one year of experience if holding a master’s degree in a related field).

Special Requirements
  • Must be willing to perform job‑related travel and possess a valid driver’s license.
  • Subject to drug testing.
  • Must meet all training and qualifications for peace officers as required by state statutes.
  • No conviction of a nonviolent felony or a felony that has not been fully pardoned; no conviction of any other felony offense.
  • No conviction of a misdemeanor domestic‑violence crime that has not been pardoned, expunged or that is subject to a protective order.
  • No dishonorable discharge from any branch of the armed services.
