OverviewThe North Carolina Department of Administration is seeking a Licensed Engineer to serve as an Engineering Manager for our State Construction Office. The State Construction Office (SCO) is responsible for the administration of planning, design, and construction of all state facilities, including the university and community college systems.
Responsibilities- Serve as one of four Assistant Directors of the State Construction Office.
- Manage Construction Administration (CA) and the Facility Condition Assessment Program (FCAP) teams.
- Supervise construction and facility professionals.
- Direct advanced professional work involved with the monitoring of state‑owned projects and the comprehensive statewide inspection of state‑owned facilities.
- Develop guidelines and procedures relative to State Construction oversight of state‑owned projects.
- Analyze and evaluate deficiencies of buildings.
- Maintain an understanding of State policies, codes and procedures, General Statutes, and Dept. of Administration policies.
- Communicate ideas and concepts clearly, both orally and in writing.
- Establish and maintain effective working relationships with officials, construction managers, design professionals and committees as well as representatives from the public and private sector.
- Licensed Engineer (Professional Engineer or registered Architect) by the North Carolina Board of Engineers or Architects.
- Ten years of experience in engineering or architecture, or construction management (desired).
- Extensive technical and working knowledge of the SCO INTERSCOPE System.
- Certification by the Code Officials Qualification Board.
- Experience in dispute resolution, mediation, and/or litigation.
- Experience in planning and implementing engineering change initiatives.
- Experience with building codes and standards for the design, project management, construction and inspection of building systems.
- Knowledge of construction law and the legal aspects of construction.
- Experience in the design of building systems and construction procedures.
- Proficiency in a Windows environment using Microsoft Office software such as Word, Excel, PowerPoint and Access.
- High level of supervisory and organizational skills.
- Ability to express ideas clearly and effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with officials, committees, and representatives from both the public and private sectors.
- Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.
- Professional engineer license by the North Carolina Board of Engineers or registered Architect.
- Registration and licensure as a professional engineer or architect in North Carolina.
- MAX SALARY FOR THIS POSITION: $145,204
- Recruitment Range: $89,596-$145,204

- Valid NC Driver’s License with an acceptable driving record.
