Description of Work The primary purpose of the Regional Operations Chief Engineer position is to provide supervision and operational oversight of the seven regional office operations. The emphasis of the position is to ensure that daily operational needs for all Section Programs are met. This employee works directly with Regional Supervisors, Central Office Section Program Managers with their staff and regional office staff regarding workload allocation, project management, law/rule/policy development and enforcement initiatives to address compliance problems.

This employee functions as the lead staff concerning Regional Operations based matters involving interactions with environmental consultants, local government officials, media, and legislative and congressional representatives. When staffing limitations prevent adequate delivery of program needs, the position may directly assist with project completion in any of the program areas.

Key Responsibilities:

• The administration of the four statewide regulatory environmental programs promulgated by the Sedimentation Pollution Control Act, the Mining Act, the Clean Water Act & State Stormwater Laws and the Dam Safety Law.
• The development, organization, and implementation of the Assistance and Compliance Oversight efforts of the Division. This will minimally include the development and implementation:
1) RO and CO expectations documents,
2) RO field support,
3) expanding reference materials for RO and CO use,
4) consistency meetings,
5) enhance CO and RO oversight of local programs and
5) enhance database management and data analysis.
• Assist with and review fiscal and personnel recommendations of the regional office, central office staff and assist with the preparation and maintenance of the overall DEMLR budget.
• Review and/or write, process, and draft as appropriate Civil Penalty Assessments. This requires thorough technical review of data, evidence and the development documents necessary for penalty assessment consideration and/or violation resolution.
• Responsible for providing information necessary to process civil penalty remissions requests, provide information to the Attorney General’s Office necessary to provide support for proceedings in Office of Administrative Hearings, and as needed in other Court settings/proceedings.
• Provide information to Department and/or Attorney General’s Office necessary to assist them with the development of legislation, rules, or proceedings.
• Special Project and initiatives – Work on special projects initiated by this position or as assigned by management.
• A valid driver's license is required to complete the duties of this position.
• The duties of this position will require travel statewide; overnight stays are possible.
