The Accounting Specialist (NS) leads critical financial operations, cash management, banking activities, and staff development initiatives for the Department of Agriculture and Consumer Services. The role provides direct supervision to accounting personnel, oversees daily workflows, ensures compliance with state accounting policies, and serves as the primary contact for cash management activities.
Key Responsibilities- Supervise accounting personnel: manage daily workflows, coordinate schedules, and conduct performance evaluations.
- Monitor daily activities in the North Carolina Financial System (NCFS), reviewing and approving journal entries, processing intergovernmental organization (IGO) transfers, and handling deposit adjustments and allocation journals.
- Oversee Accounts Receivable activities and ensure proper documentation, coding, and recording of all financial transactions.
- Act as the primary contact for cash management: monitor account activity, resolve deposit discrepancies, and maintain compliance with financial policies.
- Manage banking operations and reconciliations: handle NSF check processing, unmatched deposit reconciliations, and bank reconciliations.
- Process core banking functions, including transfers, positive pay entries, and compliance with internal controls and banking regulations.
- Support internal and external audit activities by gathering records, responding to inquiries, and ensuring compliance with reporting requirements.
- Participate in special projects involving financial analysis, process improvements, and reporting initiatives.
- Assist with the preparation of information and documentation for the Annual Comprehensive Financial Report (ACFR).
Experience, skills, and abilities in general accounting, general ledger, cash management, online banking, and related activities in a medium to large business or government agency.
Required: Analysis of general ledger accounts for accuracy and periodic reconciliations; experience with online accounting systems; written and oral communication skills for contact with division personnel and other state agencies.
- Bachelor’s degree in accounting, business administration, or related field with core financial‑management coursework, OR
- Associate’s degree in accounting plus three (3) years of accounting or auditing experience, OR
- High school or GED diploma plus four (4) years of experience as an accounting technician, with at least three years at an advanced technical level.
