This position is responsible for carrying out day-to-day operational duties including processing, analyzing and reviewing registrations, authorizations, expense reports, and investigative documents assigned by the Lobbying Compliance Division of the Secretary of State in administering the laws governing lobbyists, principals, liaisons and others who are required to report. This position must provide statutory research and consult with lobbyists, principals, liaisons (state and local), General Assembly members and their employees, the Council of State, the Executive Cabinet, the UNC System staff, state and federal agencies, the media, and the general public involving the application of statutory requirements imposed by the laws of North Carolina.

This position is responsible for consulting and advising the regulated community, the public, and the media on filing requirements, expense reports, problem solving and recommendations for ways to meet the requirements of the laws that govern their situation. This is a registration and examination position in the Lobbying Compliance Division. This position will manage, handle and troubleshoot problems that arise in regard to complex issues involving lobbying registrations and reports.

Complex problems dealing with customers may involve resolution of filing errors in registrations, authorizations, expense reports, State Ethics Commission opinions, court decisions, and investigative documents and materials that require this position to learn, to investigate, to determine the source of the error, and to determine what corrective action is appropriate, both in the instant case and also in order to prevent reoccurrence.

These decisions frequently involve legal application and must be made accurately. This position is required to compose letters communicating the Department’s decision, effectively written or in oral correspondence, to lobbyists, principals, liaisons (state and local), and others who are required to report, General Assembly members, and their employees, the Council of State, the Executive Cabinet, the UNC System staff, state and federal agencies, the media, and the general public.

Work is performed under general supervision with some exercise of independent judgment and is reviewed through conferences, personal inspections and written reports to ensure conformity with established procedures and policies by the Director of the Lobbying Compliance Division.

Knowledge / Skills / Abilities

Must have considerable ability to logically analyze complex situations requiring accurate decision-making, make systematic decisions, perform routine daily tasks, and meet deadlines with extreme attention to detail. Able to exercise judgment, evaluate situations, and make recommendations concerning transactions/problems. Must be able to establish and maintain effective working relationships with employees, administrative officials, the general public, and state and local officials. Requires the ability to effectively manage and resolve conflicts.

Requires good communication skills and the ability to distinguish between mandatory and discretionary processes.
