Description of Work The Primary Care Capitation Advanced Value-Based Payment Program Manager will serve as the day-to-day operational lead for the Medicaid Primary Care Capitation Pilot under North Carolina's Rural Health Transformation Program within the Division of Health Benefits. This role translates policy and program goals into actionable operating plans, establishes and manages statewide implementation infrastructure, and provides programmatic, and fiscal oversight to ensure successful delivery of pilot outcomes.

The Program Manager exercises full delegated authority for assigned initiatives, directs multi-disciplinary staff across business units and vendor partners, and coordinates statewide with the RHTP Regional Hubs, vendors, providers, associations, and internal Division of Health Benefits teams to ensure consistent, compliant, and effective implementation of the capitation model.

/Management Preferences Salary Grade Range: $70,478.00 - $Recruitment Range: $70,478.00 - $Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

Strong understanding of Medicaid policy and operations.

Knowledge of value‑based payment and capitation programs.

Ability to lead program design, implementation, and oversight, including developing workplans, managing timelines, tracking risks/issues, and coordinating decision‑making.

Skill in directing cross‑functional teams and aligning stakeholders to ensure consistent statewide implementation of complex initiatives, along with strong ability to build and maintain effective working relationships with internal teams, external stakeholders, vendors, and state leadership.

Ability to develop clear and effective guidance, training materials, communications, and decision‑ready presentations for leadership and external partners.

The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS).The main goals of the program are to:

Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.

Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
