The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, employing approximately 17,000 people. It works to ensure the health, safety, and well‑being of all North Carolinians and provides human services for special populations, including those who are deaf, blind, developmentally disabled, and mentally ill.
Description of WorkThis Telecommunications Consultant primarily promotes the Equipment Distribution Service (EDS) and Telecommunications Resources Program (TRP). The position is located at the Wilmington Regional Center in Wilmington, NC and serves a 12‑county region, requiring extensive travel within and occasionally outside the region.
Responsibilities- Provide consultation services for telecommunications access and hearing‑loss assistive technology
- Deliver presentations at community information sessions across the 12 counties
- Conduct telephone and equipment demonstrations and consultations during home visits
- Provide technical assistance related to telecommunications equipment
- Public outreach to agencies and businesses regarding EDS and TRP through presentations
- Maintain the Regional Center demonstration and loaner equipment
- Participate in job fairs, health fairs, and other community events to increase awareness of EDS and TRP (may require an adjusted schedule including evenings and weekends)
- Extensive travel and equipment set‑up, including loading/unloading and some lifting of gear
- Minimum education:
Bachelor’s degree in a discipline related to the program or one year of experience in a related area - Knowledge of installing and troubleshooting telecommunications equipment and hearing‑loss assistive technology for Deaf, Deaf‑Blind, or Hard of Hearing individuals
- Demonstrated ability to assess equipment needs of consumers
- Intermediate knowledge of Microsoft products:
Excel, Outlook, Word, and Power Point - Ability to train individuals on the use of telecommunications equipment
- Knowledge of the specific needs of Hard of Hearing, Deaf, and Deaf‑Blind populations
Salary Range: $32,287 – $56,502
