Job Overview
The Orange County Department of Social Services is hiring a DSS Human Services Specialist III in the Employment Services Unit. The primary responsibility is the delivery of employment and public assistance service programs and determining client eligibility for public assistance benefits. The role involves intake and processing using NC FAST or other automated systems, in‑depth interviewing under stressful conditions, and providing counseling, case management, supportive and preventive services to at‑risk individuals.
Responsibilities- Determine client eligibility for public assistance benefits using intake and processing systems.
- Conduct in‑depth interviews and provide counseling, case management, and preventive services.
- Process and maintain a variety of forms and records in accordance with laws, rules, and regulations.
- Arrange the provision of services and make appropriate referrals to individuals and agencies.
- Work under general supervision of a Unit Supervisor with independent judgment within applicable policies.
- Perform related work as required, including serving in shelters during disasters.
- Bachelor’s degree from an accredited college or university.
- At least 3 years of experience in determining human service eligibility and participating in the delivery of public assistance programs.
- Valid North Carolina driver’s license.
- Bachelor’s degree in human services or social work.
- Prior experience in similar roles.
- Valid driver’s license or ability to obtain one.
- Successful clearance of an SBI background check with fingerprinting.
- Ability to serve in shelters during natural or man‑made disasters, including overnight and weekends.
- Flexibility to be reassigned to other DSS functions as directed by the Social Services Director.
The hiring range is based on the Orange County Social Services Step Plan, with full credit for same job functions and partial credit for related functions.
