This role will work in partnership with other CRM staff to ensure that the department maintains and acts upon a holistic and strategic understanding of cultural resource management efforts across Serrano ancestral territory. Will further provide, leverage, and implement staff-level recommendations regarding the identification, assessment, and treatment of cultural resources within Serrano ancestral territory, as guided by the tribal leadership.
Essential Duties & Responsibilities
1. Provides timely responses to project scoping requests from government agencies and cultural/environmental firms regarding proposed federal, state, and local-level infrastructure development within Serrano ancestral territory. Reviews and analyses project plans, environmental assessments, archeological data, geotechnical reports, ethnographic information, and historical data. Drafts and provides culturally appropriate project-specific mitigation measures, conditions of approval, and other relevant permit language.
2. Assists in the facilitation of tribal monitoring efforts, including regular tracking of active development projects and monitoring assignments. Provides updated lists of available monitors as needs arise. Prepares project-related data packages for monitor use. Ensures relevant project mitigation/conditions are being met.
3. Assists with internal projects geared toward improving the efficiency and organization of the CRM program, including data entry, collections processing, document imaging, and large-scale data migration efforts.
4. Assists with training and outreach efforts geared toward the tribal community, tribal employees, external partners, and the general public.
5. Performs other duties as assigned to support the e?cient operation of the department.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor's Degree in Anthropology, Archaeology, Historic Preservation, Urban and Regional Planning, or a related field is required. A Master's Degree in one of these fields is preferred.
- Minimum four (4) years of relevant and progressive experience, including the ability to conduct both team-oriented and independent research and document reviews, perform high-level technical writing, and successfully carry out tribal/agency consultation is required.
- Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
SKILLS AND ABILITIES
(KSA)
- Demonstrated knowledge of federal and/or state laws and regulations that govern historic preservation and environmental requirements, as well as tribal consultation, and demonstrated experience in carrying out compliance activities under those regulations, such as fieldwork, research, consultation, and reporting, is required.
- Demonstrated skill in effectively communicating with diverse audiences both orally and in writing is required, as is the ability to manage multiple time-sensitive projects in an organized fashion.
- Experience managing cultural resources project reviews/consultation efforts from initial scoping to the conclusion of the project, with little supervision, is desired.
- Experience working for or with Tribal governments and indigenous communities is desired.
- Basic understanding of archaeological laboratory and curatorial practices is desired.
- Basic knowledge of Southern California history (pre-contact to the contemporary era), particularly within Serrano ancestral territory, is preferred.
- High level of proficiency in PC applications, including Windows 10 and Microsoft Office (Word; Outlook; Excel; PowerPoint) is required; basic knowledge of SharePoint, ArcGIS, and/or OnBase is desired.
- Participates in training that will augment the skills needed to perform the work detailed above is required.
- At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
- Authorized Driver:
Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.
