Overview

Reporting to the Director of Environmental Management, the Assistant Manager, Environment provides comprehensive operational support to all departmental divisions. This role assists in the strategic implementation of Tribal environmental programs, ensuring rigorous compliance with Tribal, federal, and state regulations while safeguarding the community’s natural and cultural heritage.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Oversees the collection, management, and analysis of field and laboratory data to ensure robust monitoring of departmental programs. Leads staff procedures across administrative, solid waste, air quality, and water resource initiatives to maintain data integrity and program success.
  • Manages Tribal solid waste operations and hazardous spill response coordination. Develops and enforces sustainability policies on Nation’s Lands in collaboration with federal, state, and local agencies. Promotes waste reduction, recycling, and "zero waste" initiatives among residents and businesses to lower costs, conserve resources, and align with the Nation’s mission and environmental values.
  • Leads and tracks operations of transfer stations on the reservation to move recycled and donated material in the most efficient manner, as well as dispose of and track hazardous waste disposal.
  • Supports Director of Environmental Management in managing any federal or state grants such as, EPA’s General Assistance Program, CWA

    106 grants, ensuring that all grant requirements are fulfilled in a timely manner.
  • Conducts field observations, assessments, inventories, surveys, and facility inspections and provide input as they relate to environmental policies and projects. Ensures the Environmental Department has equipment and tools to perform their duties and to maintain and repair equipment when necessary.
  • Obtains and retains knowledge on the Federal/Tribal Environmental Laws and Regulations, including regulations at the Tribe’s Gaming Facility. Assist in defining, maintaining and enforcing environmental policies and ordinances.
  • Maintains communications with casino and tribal departments for better understanding, cooperation, and efficient operations pertaining to environmental policies. Communicates progress and findings to the Director of Environmental Management for maximum efficiency.
  • Manages and assists the environmental staff with outreach and educational activities related to environmental programs.
  • Performs other duties as assigned to support the efficient operation of the department.
  • SUPERVISORY RESPONSIBILITIES

    Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

    EDUCATION, EXPERIENCE AND QUALIFICATIONS
    • Bachelor’s Degree in Environmental Studies or related field required.
    • Minimum four (4) years of experience in environmental related field required.
    • Minimum two (2) years of supervisory experience preferred.
    • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
    KNOWLEDGE,

    SKILLS AND ABILITIES

    (KSA)
    • Knowledge of tribal and federal regulatory publications, including the ability to determine if and when the requirements of these publications are not being met. These publications include, but are not limited to, Environmental Protection Agencies General Assistance Program, The Clean Air Act, Resource Conservation and Recovery Act, Clean Water Act, and Emergency Planning and Community Right-to-Know Act.
    • Knowledge of San Manuel Band of Mission Indians cultural resources, natural resources, native plant species, endangered species and invasive species preferred.
    • Proficiency in Microsoft Office Suite (Word, Excel, Access, Power Point, and Outlook) required.
    • Ability to operate a forklift is preferred.
