Hiring Range: $72,962 to $91,507 annually based on qualifications, education, and experience.

Position Summary

Under the general direction of the Executive Director, the Legal & Risk Analyst will conduct legal examinations through research, analysis, and investigation of legal matters, and draft legal documents and contracts. The analyst will manage all property and liability insurance and the District’s workers’ compensation program, identify, evaluate, control, and minimize exposure to loss or damage, and develop policies and administrative regulations that support risk management objectives.

Duties Management/Leadership
  • Provide leadership in monitoring progress and delivering feedback to ensure accountability for performance in legal/risk exposure.
  • Supervise, mentor, and lead personnel, plan and lead daily operations and staff of the assigned areas with a focus on effective services.
  • Hire, instruct, and assist assigned staff in performing daily duties; assign work, tasks and projects; provide backup support; ensure timely processing of routine functions.
  • Ensure compliance with personnel guidelines and employment law; perform annual performance reviews and recommend salary increases for staff.
  • Demonstrate appropriate financial management; prepare, justify, and recommend budget monitoring, interpret and generate financial reports; prepare purchase orders, RFPs, journal transfers, and invoice requests; audit outside counsel invoices to monitor legal expenditures.
  • Perform long‑range planning for legal/risk areas.
  • Coordinate legal/risk services and activities with other District areas, vendors, and providers.
  • Provide reports, studies, and recommendations to justify needs of the legal/risk area and support decision‑making.
  • Manage broad‑scope special legal/risk projects or initiatives of major concern or investment to the District.
  • Develop and maintain relationships with District employees, vendors, and providers.
  • Identify, research, and assist in correcting legal/risk problems or issues.
  • Respond tactfully, respectfully, and timely to inquiries through email, phone, and mail; provide helpful information and explanations in line with District policies; handle confrontational or stressful interactions thoughtfully.
Risk Management / Workers’ Compensation
  • Ensure property, liability, auto, and workers’ compensation insurances are in force; work with insurers on appropriate coverage levels.
  • Oversee the District’s application for and use of Special Districts Association (SDA) safety grant funds.
  • Prepare insurance renewal applications, negotiate with insurance companies or brokers on premiums, terms, and contract modifications.
  • Supervise audits of insurance premiums, costs, and distribution of costs within the District.
  • Manage all liability, property, auto, and workers’ compensation insurance and claims, including reviews, investigations, and settlement negotiations; determine coverage and subrogation rights; communicate with employees, adjusters, and legal counsel.
  • Identify exposures and assess liability through claim loss statistics and trends; provide each department with loss statements.
  • Lead and coordinate all aspects of the District’s Safety and Risk Management Programs; serve as administrative advisor.
  • Coordinate and monitor safety audits of District facilities.
  • Conduct risk assessments, analyze and estimate risk impacts, communicate potential risks, develop action plans, and assign responsibilities.
  • Provide support, education, and training to staff on risk awareness; ensure safety and emergency training, including NIMS certification; oversee the Training Credit Program; maintain emergency and crisis management manuals and documents.
  • Evaluate the impact of new and proposed legislation on insurance and safety programs and recommend compliance actions.
  • Chair the Steering and Audit Committees; coordinate the Crisis and Emergency Preparedness Plan.
Legal
