About this Opportunity
The City of Hillsboro's Water Department is seeking a Lead Field Water Quality Project Specialist to join our Water Quality group to monitor lakes, streams, water treatment plants, and the City’s water distribution systems for a variety of water quality parameters. With over 90,000 customers and serving as the managing agency for the Joint Water Commission (JWC), which serves over 400,000 customers in Washington County, Oregon, this is an exciting opportunity to make a difference in our community.
WhatYou Will Be Doing
In this unique opportunity as the Lead Field Water Quality Project Specialist, you will collaborate with all divisions of the Water Department, the Joint Water Commission, the Barney Reservoir Joint Ownership Commission, and the Willamette Water Supply Program (WWSP) to ensure regulatory compliance. You will get to enjoy a balance of field and office work in this role.
Primary Duties and Responsibilities:
- Lead water quality sampling and data collection in the field. This includes collecting samples for coliforms, nutrients, organics, and other analyses in both untreated water sources and treated drinking water.
- Coordinate sampling logistics including scheduling, lab coordination, equipment maintenance, inventory, and overseeing fieldwork, including program field staff.
- Train field staff on new water quality sampling, equipment use and calibration, documentation, data entry, and logistics.
- Conduct and facilitate data entry into the water quality database and maintain sample planning modules.
- Maintain, update, and create new water quality sampling plans on an annual and as‑needed basis.
- Perform basic data analysis, create tables and graphs as needed, and assist in drafting water quality reports.
- Conduct and manage water quality sampling invoicing.
- Assist the Water Quality Program Coordinator in engaging with members of the public on water topics and responding to customer inquiries and concerns.
- Support the Water Quality Program Coordinator in ensuring regulatory compliance for two public water systems.
- Support the Water Quality group in efforts related to the integration of a second water supply for Hillsboro Water, the Willamette Water Supply System.
- Research drinking water contaminants of emerging concern.

Ideal Candidate ProfileThe ideal candidate will have experience in environmental monitoring, collecting water samples, and using instruments and equipment to collect water quality data in the field. The ideal candidate will be able to follow sampling plans, procedures, and schedules. Strong communication skills, attention to detail, and the ability to work independently and as part of a team are essential.
Additionally, the candidate will need to obtain an Oregon Boater Education card within three months of employment (time needed to complete course and cost will be provided by the City).
Current / Upcoming Projects- Support the development and integration of a second water supply, the Willamette Water Supply System, through the Water Supply Integration project.
- Support the Water Department with LCRR/LCRI compliance.
- Stay up to date with changes to PFAS rule compliance and other upcoming EPA drinking water regulations.
Skills and Qualifications
- Associate degree in Science, Applied Science, or a closely related field, and 3 years’ experience related to area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- A valid driver's license and safe driving record are required.
