About The Opportunity

The Senior Financial Analyst in the Facilities, Fleet, and Parks Department provides advanced financial, statistical, and budgetary analysis to support the Department’s facilities operations, capital projects, parks, and mail and print services teams. The role uses a variety of financial and project management tools to extract, analyze, and interpret data. Key responsibilities include budgeting, overseeing grants, setting up capital projects, and reconciling funds.

The individual in this position is expected to apply independent initiative and professional judgment to solve complex budget issues, track and reconcile any grant and project management reports and assisting in fiscal year closing activities. Experience in project management and budget software programs, governmental accounting, and advanced skills in building complex queries, charts, tables, and graphs is highly desirable. This position works closely with the Department Director, Division Managers, and staff across the County departments, including Asset Management, Finance, and Grants.

Knowledge of –

  • Principles, practices, methods, and techniques of financial analysis and forecasting.
  • Revenue and expenditure forecasting methods and models.
  • Generally Accepted Accounting Principles (GAAP) & GASB.

Skills to –

  • Exercise judgment in responding to and resolving complex issues.
  • Identify complex problems and review related information to develop and evaluate options and implement solutions.

Ability to –

  • Analyze, organize, and interpret data from various sources, draw logical conclusions and make appropriate recommendations.
  • Interpret and apply Federal, State and local policies, procedures, laws, and regulations.

Minimum Qualifications
  • A Master s Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • A Bachelor s Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • An Associate s Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.
