About the Opportunity

The Department of Housing Services is currently looking for a Program Supervisor for the Rental Assistance Division to help advance our mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents. A Program Supervisor is a leader within our department who ensures the effective, fair, and compliant administration of public rental assistance programs.

In this role, you will manage a team responsible for processing a high volume of work, including eligibility determinations, recertifications, and new voucher issuances across multiple programs. You will develop and implement program guidelines to streamline operations and improve service delivery. You will help staff maintain accuracy and consistency under tight timelines, ensure that all work aligns with federal regulations and HUD requirements, and support high‑quality customer service for participants and partners.

In addition to managing high‑volume program operations, the Program Supervisor will develop staff through clear guidance, training, and coaching and collaborate with partner agencies to ensure smooth coordination of services. This role also supports the department’s commitment to access and inclusion by reducing barriers and ensuring services are responsive to the needs of Washington County.

Ideal Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of HUD regulations and voucher program requirements, including experience ensuring program compliance.
  • Ability to interpret and apply federal, state, and local regulations, and clearly explain policies, procedures, and program requirements to staff, participants, and the public.
  • Exceptional problem‑solving and conflict‑resolution abilities, with the capacity to address complex issues involving participants, landlords, partner agencies, and staff.
  • Commitment to fair treatment, access, and inclusive service delivery, including experience identifying and reducing access barriers for individuals with disabilities and ensuring culturally responsive interactions.
  • Skill in improving operational efficiency, including developing written procedures, and analyzing reporting data.
Minimum Qualifications

Education and Experience
  • An Associate's Degree in a Health, Social Service, Business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
  • OR Five (5) years of experience in program administration, development, evaluation, and/or contract administration.
Additional Requirements
  • Must pass a criminal history check in accordance with Oregon Administrative Rules.
