Provides strategic, college wide leadership for Hill College's educational partnership continuum, connecting K-12 and dual credit pathways, the Hill College student experience, and transfer to four-year institutions. The Dean leads the development, implementation, assessment, compliance, and continuous improvement of educational partnerships and serves as the institutional lead for education-related agreements, including dual credit, early college high school, P-TECH, transfer and articulation, co-enrollment, external learning partners, and other academic memoranda of understanding and agreements.

The position advances seamless student pathways by aligning partnerships with curriculum, transfer, state requirements, enrollment, student success, and institutional priorities.

Master's degree from a regionally accredited institution in education, higher education, business, or a related field, or a combination of education and experience that provides the required knowledge, skills, and abilities. Preferred:
Doctorate.

Three (3) years of progressively responsible supervisory, management, and/or administrative experience in higher education, educational partnerships, academic affairs, student services, or a related field. Preferred:
Experience developing or managing K-12, dual credit, transfer/articulation, or other post-secondary partnerships and agreements and higher education teaching experience.

Provide strategic leadership for the College's educational partnership continuum, creating intentional and connected pathways from K-12 and dual credit through Hill College completion and transfer to four-year institutions.

Lead the planning, development, implementation, evaluation, and continuous improvement of college wide educational partnerships, including dual credit/dual enrollment, early college high schools, P-TECH, transfer and articulation, co-enrollment, early outreach, external learning partnerships, and other academic collaborations.

Serve as the institutional lead for education-related memoranda of understanding, memoranda of agreement, articulation agreements, and related contracts; coordinate development, review, renewal, implementation, recordkeeping, and monitoring with appropriate College offices and external partners.

Ensure educational agreements and partnership practices align with Hill College policies, curriculum requirements, accreditation expectations, and applicable federal and state laws, rules, and regulations, including Texas Higher Education Coordinating Board (THECB) requirements.

Maintain working knowledge of state requirements and institutional processes related to curriculum, the Texas Core Curriculum, Academic Course Guide Manual (ACGM), Workforce Education Course Manual (WECM), dual credit, transfer, articulation, faculty qualifications, and instructional delivery as applicable to partnership programs.

Coordinate with academic leadership and faculty to support curriculum alignment, course applicability, transferability, and clearly articulated pathways that minimize unnecessary credit loss and support efficient student progression.

Provide leadership and oversight for dual credit operations and K-12 partnerships, including agreements, program models, partner communication, service standards, student access, compliance, and alignment with institutional and state priorities, including applicable outcomes-based funding measures.

Develop and strengthen transfer and university partnerships that extend Hill College pathways into baccalaureate completion; identify opportunities for articulation, co-enrollment, university presence, shared programming, and other transfer-focused initiatives.

Coordinate educational relationships with external learning partners and organizations that support instruction, student progression, credential attainment, or transfer; ensure appropriate academic oversight and agreement management.

Monitor partnership and student outcomes; prepare reports and recommendations for college leadership using data to evaluate effectiveness, identify gaps across the educational continuum, and guide strategic decision-making.

Develop and maintain operational standards, procedures, communication plans, and service practices for educational partnerships; identify process improvements and promote consistent implementation across campuses, centers, and partner organizations.

Provide leadership for departmental workforce planning, supervision, performance management, budgeting, resource allocation, and process improvement; recruit, supervise, evaluate, and mentor assigned staff in accordance with college policies.

Contribute to institutional and master planning, policy development, enrollment strategy, and student success initiatives related to educational pathways and partnerships.
