Position Overview

The Texas Department of Family and Protective Services (DFPS) seeks a CPS Conservatorship Worker to serve as a legal conservator for children removed from their homes. The role involves investigating child safety, planning permanency, and coordinating care while children are in CPS conservatorship.

Key Responsibilities
  • Receive cases after children are removed and placed in conservatorship.
  • Determine each child’s needs and refer for testing, evaluations, and additional services.
  • Work with families and communities to plan permanency.
  • Identify potential permanency resources and conduct home studies of kinship providers.
  • Meet with parents, children, family friends, and foster homes to assess risk and plan permanency.
  • Collaborate with placement teams, including kinship staff, for placements.
  • Attend court hearings, prepare reports, and testify on child needs.
  • Maintain communications with attorneys, caregivers, guardians, and case investigators.
  • Supervise adoptive placements until adoption finalizes.
  • Document case records, narrations, and reports.
  • Develop relationships with child protective, law enforcement, judicial, medical, and community resources.
  • Perform other duties as assigned.
  • Promote respect for cultural diversity.
  • Adhere to agency leave and attendance policies.

Registrations, Licensure or Certifications

This position requires use of applicant’s personal motor vehicle; reliable vehicle, acceptable driving record for past five years, a valid Texas driver’s license, proof of driving record, insurance, and license.

Initial Screening Criteria
  • Level I: Accredited Bachelor’s degree OR accredited Associate’s degree plus two (2) years of relevant experience OR 60 accredited college credit hours plus two (2) years relevant experience OR 90 accredited college credit hours plus one (1) year of relevant experience.
  • Level II: Accredited Bachelor’s degree OR accredited Associate’s degree plus two (2) years of relevant experience OR 60 accredited college credit hours plus two (2) years relevant experience OR 90 accredited college credit hours plus one (1) year of relevant experience, and prior employment as a Child Protective Services Specialist I for 9 months with certification, or current employment as a Specialist II, or previous employment as a Specialist II in DFPS.
  • Level III: Accredited Bachelor’s degree OR accredited Associate’s degree plus two (2) years of relevant experience OR 60 accredited college credit hours plus two (2) years relevant experience OR 90 accredited college credit hours plus one (1) year of relevant experience, and prior employment as a Specialist II for 9 months with Advanced certification, or current employment as Specialist III, or prior employment as Specialist III in DFPS.
  • Level IV: Accredited Bachelor’s degree OR accredited Associate’s degree plus two (2) years of relevant experience OR 60 accredited college credit hours plus two (2) years relevant experience OR 90 accredited college credit hours plus one (1) year of relevant experience, and prior employment as a Specialist III for 24 months with Senior Advanced certification, or current employment as Specialist IV, or prior employment as Specialist IV in DFPS.
Preferred

Criteria
  • Degree in Social Work, Criminal Justice, Psychology, Human Development and Family Studies, Education, or Public Health.
  • Previous professional or volunteer experience in a government agency, nonprofit, child protection, foster care, juvenile justice, mental health, or substance abuse services.
  • Familiarity with trauma‑informed care or experience conducting interviews or assessments with children and families.
