Position: Temporary Administrative Support II*

Administrative Support II

The Orange County Transportation Department has an opening for an Administrative Support II.

The work is primarily responsible for coordinating, and managing the development, implementation, and administration of the Annual Transit Work Program and related policies, financial processes, and Transportation Department public engagement activities.

As the Orange County Transit Tax Staff Working Group Administrator the Transit Boards Administrator serves as the central point of coordination among Transit Plan partners, GoTriangle Tax District Administration, governing boards, and the public to ensure transparent, accurate, and timely development of transit investments supported by the Transit Plan.

Work is performed under the general supervision of the Transportation Director with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures. Supervision is not a responsibility of this class. Does related work as required.

Work location:

600 NC 86 Hillsborough Weekly hours will vary based on the needs of the department. Background Check is required.

Examples of Essential Functions

Examples of Essential Functions Following are examples of typical work activities and responsibilities. Administers the Transit Tax Staff Working Group as it develops transportation plans, projects, and implements them in accordance with local, state, and federal guidelines, procedures, and schedules.

Serves as Clerk to the Staff Working Group (SWG), responsible for preparing, distributing, and publishing monthly SWG agendas, minutes, and agenda packets for members and the public.

Manages three amendment cycles per fiscal year, including developing amendment packets and presenting to boards as required.

Prepares and submits the County's reimbursement requests to GoTriangle, ensuring accurate reporting of Transit Plan-funded project expenditures.

Assists with preparing the departmental budget by providing data, and preparing line item transfers and budget amendments.

Leads the development of the Draft and Final Recommended Annual Work Program, the annual budget for the Transit Plan.

Hosts, convenes, and facilitates monthly Staff Working Group meetings and related ad-hoc or subcommittee meetings necessary for Work Program development, policy creation, and issue resolution.

Adheres to the department's safety rules and regulations.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

SKILLS AND ABILITIES

Thorough knowledge and understanding of the practices and procedures of public administration in local government. Thorough knowledge and understanding of accounting principles, practices and procedures.

Knowledge of preparing, distributing, and publishing monthly board/commission agendas, minutes, and agenda packets for members and the public.

Skill in providing excellent customer service and the ability to multi-task with accuracy during frequent interruptions.

Skill with basic accounting and bookkeeping with the ability to perform basic mathematical calculations.

Skill with Microsoft Word, Excel, Outlook and relevant database programs.

Skill of excellent organizational capability. Demonstrated ability to work effectively with internal and external partners and to establish and maintain effective professional relationships with co-workers, partner agency staff, and the public. Ability to work independently in a complex environment involving varied operations. Ability to communicate clearly and concisely, both written and verbal. Ability to operate modern office equipment and software applications with proficiency (i.e. telephone, computer, state and county software applications).

Ability to establish and maintain effective professional relationships with co-workers and the, in addition to the ability to work as a team member. Ability to retrieve and compile information from databases.

Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software.

Ability to demonstrate sound judgment; integrity; resourcefulness; accuracy; thoroughness and the physical condition commensurate with the demands of the position.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in public administration, business administration, transportation, or closely related field AND one (1) year of work experience in administrative work; OR outreach and marketing, transportation programming and customer service.
