The Orange County Housing Department has an opening for a Community Development Program Manager.
The work involves responsibility for managing Community Development activities for Orange County, including fostering increased numbers of affordable housing units and preserving existing affordable housing.
An employee in this class is responsible for creating and implementing community development strategies, assessing housing needs and housing market data; collecting, compiling and analyzing housing program data; overseeing program planning, compliance, and reporting as it relates to applicable Federal, State and local housing programs. This class is also responsible for monitoring applicable sub-recipients, coordinating services for low and moderate-income Orange County residents related to housing rehabilitation and community building activities.
This position provides and oversees technical assistance to nonprofits and other community partners, helping to ensure compliance with funding requirements, preparing reports, developing applicable grant applications, and coordinating with other County departments and community partners as it relates to community development activities.
Work is performed under the general supervision of the Housing Director with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions regarding client needs and requests. Supervision is a responsibility of this class. Does related work as required.
* This is a safety sensitive position and participation in the Drug and Alcohol Program is required.

NOTE:

- Graduation from a regionally accredited or recognized college or university with a Master's Degree in Housing and Community Development, Housing Studies, Housing and Human Environments, Urban and Regional Planning, Public Administration, or related field AND four (4) years of professional work experience in housing and/or community development.
- An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
- Bilingual applicants are encouraged to apply.
- Must be culturally competent and passionate about serving underserved populations.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
- May be required to travel within Orange County.
