Position: ADMINISTRATIVE SPECIALIST III AND IV - LIHUE, KAUAI

Location:

Lihue, Department of Health. Salary:
Level III – $4,961–$6,043 per month (SR‑20, Step D–I);
Level IV – $5,369–$6,535 per month (SR‑22, Step D–I).

Role Overview

The Administrative Specialist supports program operations through expertise in financial and human resource management, program evaluation, budgeting, procurement, contract administration, data processing, and related activities.

Responsibilities
  • For Level III:
    Assist a higher-level Specialist or Officer in overseeing administrative aspects of a program and organization, manage operational details, provide guidance to component units, ensure compliance with plans and policies, serve as liaison with other offices and agencies, and perform additional assigned duties.
  • For Level IV:
    Assist a program manager/administrator in developing and overseeing administrative functions, provide independent professional support in managing fiscal and human resources, and perform other assigned duties.
Qualifications
  • Legal Authorization to Work: Citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.
  • Education: Bachelor’s degree from an accredited four‑year college or university.
  • Specialized

    Experience:

    One‑and‑a‑half (1‑1/2) years for Level III and two‑and‑a‑half (2‑1/2) years for Level IV in business administration, public administration, or related professional roles requiring analytical skill and the evaluation and improvement of managerial policies, systems, work methods, personnel needs, and service quality.
  • Driver’s License: Some positions require a valid driver’s license at appointment.
  • Substitution: Relevant substitutions described in the Minimum Qualification Requirements apply.
