Conditions:
General funds, to begin approximately April 2026. Annual contract renewal, possible renewal pending availability of funds and actual staffing requirements. Assignments may include travel between Hilo, West Hawai`i and other off-site locations, day, evening or weekend. Position may be converted from 9 to 11 months or 11 to 9 months based on operational needs.
Duties and Responsibilities:
* This position reports to the Director of the Office of Continuing Education and Training.
* Manage budgets, revenue and expenses for the Office of International Programs and work closely with Business Office to ensure fiscal responsibility.
* Responsible for management of the following programs and services:
Intensive English Program (IEP), short-term contracts, partnerships and Memorandums of Agreement (MOA) with international institutions and agents.
* Oversee student data management; maintain records and utilize internal student and financial systems.
* Develop and implement custom designed short-term international program for visiting groups.
* Plan and implement programs and services that will attract and serve international students in Hawaii CC non-credit and credit programs.
* Develop and implement marketing plan for Office of International Programs, that includes working with local, state and national organizations that sponsor or promote international education and study abroad programs in order to expand opportunities for students and faculty.
* Ensure that college policies, procedures and guidelines with regard to international students and study abroad programs are developed, reviewed and revised as appropriate.
* Assist in positioning our unique culture to build strong international relations.
* Supervise and schedule faculty, assistants and student workers responsible for Office of International programs and services.
* Develop and maintain comprehensive support services for international students, including but not limited to housing and transportation.
* Collaborate and assist with faculty educational, cultural exchange programs and infusing cultural/global/indigenous awareness into their curriculum.
* Provide support for faculty and staff related to the international goals of the college, including grants development and curriculum development.
* Comply with requirements of appropriate accreditation agencies.
* Provide opportunities for intercultural interaction between domestic and international students.
* Process immigration documents for international students.
* Serve as Designated School Officer (DSO) and manage the student exchange and Visitors Information System (SEVIS) and I-20 documentation.
* Keep up-to-date on new immigration rules and regulations.
* Advise students on immigration regulations and cultural issues.
* Travel for recruitment and program promotion.
* Participate in the campus and statewide international education efforts as necessary to maintain and improve instructional programs.
* Collaborate and create partnerships with community organizations as appropriate for increasing recruitment and developing support services.
* Perform other instructional and operational duties as required and assigned by the Director.
Minimum Qualifications:
* Masters degree in Education, Business, Marketing, English, ESL, Linguistics, Writing or Fine Arts (Creative Writing) or related fields;
* Two (2) years experience working with international, indigenous, or diverse population; experience is counted post Master's Degree.
* Minimum qualifications must be met by the effective date of appointment
* If qualified applicants are not available, others may be considered on an acting instructor basis.
