Position Overview
Institutional/Policy Analyst (Title IX Coordinator) (pos#0077136) is a full‑time, permanent position in the Office of Equal Opportunity (OEO) at the University of Hawai‘i University is a public liberal‑arts and sciences institution located on the Island of Hawai‘i. The campus provides undergraduate and selected postgraduate programs with strengths in marine science, geology, astronomy, Hawaiian language revitalization, and related fields. Dutiesand Responsibilities
- Serve as the campus’s principal coordinator and ensure compliance with university policies, procedures, and programs relating to Title IX, VAWA, and the Clery Act covering sex and gender‑based discrimination.
- Act as the designated individual for reports/complaints of sex and gender‑based discrimination and coordinate the campus’s effective response.
- Determine and implement appropriate interim measures and provide resources to address allegations.
- Coordinate and manage formal complaints from intake to investigation to hearing, decision and sanction or informal resolution.
- Develop, oversee, and deliver campus‑wide education, training, and outreach programming for students, faculty, and staff related to Title IX, VAWA, and the Clery Act.
- Collaborate with the Prevention Educator to conduct training and raise awareness of university policies and student and employee rights.
- Monitor impact of programming and identify campus needs.
- Collaborate with campus security and other units to create and maintain incident reports required under Title IX, VAWA, and the Clery Act.
- Conduct campus‑based trend analysis and collaborate with the UH System Office of Institutional Equity regarding campus climate surveys.
- Develop related brochures, training materials and update the campus website.
- Conduct investigations of complaints of sex and gender‑based discrimination in violation of UH policy.
- Develop collaborative partnerships with UH System Title IX offices and community agencies on all Title IX & VAWA matters, serving as the primary liaison.
- Assist with Student Employee Peer Education Program implementation.
- Develop and maintain a social media presence for outreach and awareness.
- Other duties as assigned.
- Bachelor’s degree in Sociology, Psychology, Education, Political Science, Administration of Justice, Criminal Justice or a related field and at least 3 years of progressively responsible professional experience involving Title IX, equal opportunity/affirmative action, discrimination and harassment investigation, student conduct adjudication, or an equivalent combination of education and experience.
- Considerable working knowledge of Title IX/VAWA principles, practices, and concepts.
- In-depth understanding of applicable federal and state laws, rules, regulations and associated systems related to Title IX/VAWA.
- Ability to resolve complex problems through creative reasoning and logic.
- Excellent written, verbal, and presentation skills, including the preparation of reports and other materials.
- Demonstrated ability to develop comprehensive investigation reports in accordance with policies and procedures.
- Experience with gender‑based violence issues.
- Strong interpersonal skills to work diplomatically and sensitively with diverse constituencies.
- Master’s degree in Social Work, Psychology, Higher Education Administration, Criminal Justice or a related field; or a Juris Doctorate with experience in employment law, administrative law or related field.
- Ph.D. in a related field.
- Experience in a post‑secondary educational institution with demonstrated knowledge of EEO, student conduct or human resources.
- Experience in development and implementation of educational and training programs.
