Position: Plans Examining Manager - EN-26

Responsibilities

  • Oversees the activities related to the review of commercial and residential plans and specifications for all buildings and structures and for alteration work; and for the inspection of its construction for compliance with the Building, Sign, and Energy Codes and other pertinent ordinances.
  • Supervises the issuance of building permits and certificates of occupancy.
  • Provides overall coordination of the review of plans and specifications among other sections of the division and other responsible County departments and State agencies.
  • Ensures that the application for building permits have been properly reviewed by all agencies concerned; signs off on building permits.
  • Supervises and coordinates the work in building plans examining and in building inspection to ensure the consistency in the interpretative application of building code provisions; provides staff training.
  • Advises and assists building inspectors during the construction phase and makes decisions on major engineering problems encountered in the field.
  • Reviews staff reports; evaluates operational efficiency; recommends and coordinates the implementation of procedural and operational changes to improve the building permit review and approval process.
  • Performs plans examining of the most difficult and complex due to the size of the building, unusual structural design, and intended use requiring significant interpretative applications of code provisions.
  • Supervises the enforcement of building, sign, and energy codes; conducts meetings with staff to resolve code issues.
  • Conducts code review classes; conducts meetings with professionals, contractors, developers, and owners to resolve concerns over code requirements.
  • Recommends revisions and drafts language for adoption of new building, sign, and energy code requirements.
  • Meets and consults with engineers and architects to discuss preliminary interpretation of codes; assists the general public by answering questions relating to the codes and other requirements and regulations.
  • Assists in developing and implementing operational policies and procedures.
  • Prepares annual budget estimates, including justifications for staffing and equipment needs.
  • Assigns investigations of complaints of alleged violations of the various codes and related ordinances; recommends and initiates resolutions.
  • Prepares correspondence and various operational and technical reports.
  • Performs other related duties as assigned.
Qualifications and Training
  • Graduation from an accredited college or university with a baccalaureate degree in civil or structural engineering, or architecture.
  • Three (3) years of professional engineering or architectural work experience that included supervisory responsibilities.
  • One (1) year of building plans examining and building code enforcement work experience.
  • Possession of a valid professional civil or structural engineer or architect license in the United States.
  • Possession of a valid State of Hawai‘i driver's license (Class
    3) or other comparable license at time of filing.
  • Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency.
Knowledge
  • Principles and practices of structural engineering or architecture; principles of civil engineering as they relate to buildings and structures; engineering mathematics and mechanics; methods and techniques of building construction; strength and composition of materials; sources of engineering information; provisions of the Building Codes and related ordinances; and principles and practices of supervision.
Ability
  • Review and analyze building plans and specifications for compliance with engineering and code requirements; coordinate major plans review projects; interpret and apply provisions of the Building, Sign, and Energy Codes and related ordinances; draft language for code amendments.
