Mechanical Engineer, Maintenance Technician / Mechanic
Performs difficult professional engineering work in supervising and participating in the design, installation, operation, and maintenance of mechanical equipment and systems, and in the review and analysis of plans and specifications for mechanical engineering features to ensure compliance with code requirements. Performs other related duties as required.
There is one (1) immediate permanent full‑time vacancy with the Department of Water Supply – Operations Division in Hilo.
Appointment may be made at any rate within the advertised salary range, based on the qualifications of the selected applicant.
Responsibilities- Plans, directs, supervises, and coordinates the installation, maintenance, and repair of all island‑wide plant facilities and operations, including pump and chlorination stations, treatment plants, shaft facilities, telemetry and communication systems, electrical control systems, and related auxiliary installations.
- Serves as the principal consultant and advisor on technical concerns involving mechanical and electrical activities for existing and proposed facilities, especially those with extensive and highly complex processes and equipment.
- Develops, directs, and coordinates preventive and corrective maintenance activities for treatment plants and pumping stations.
- Reviews, advises upon, and initiates changes to existing plant facilities to prevent and correct mechanical or electrical failures that could cause water interruption.
- Assists the Operations Division head in handling island‑wide systems operations during water interruption calls and complaints, and oversees 24‑hour operation and maintenance, coordinating all emergency functions to minimize service interruption.
- Conducts office and field studies of proposed projects and recommends the design, type, selection, and location of equipment.
- Supervises installation, testing, and acceptance of new facilities and equipment; plans and supervises specifications for repairs or renovations of major existing wells, booster pumping units, or facilities, and oversees inspection, testing, acceptance, and payment recommendation.
- Reviews and approves or disapproves plans and specifications for proposed projects, mechanical equipment, and appurtenances to ensure compliance with plumbing, mechanical, and other pertinent code requirements.
- Supervises and conducts preliminary and final acceptance tests of pumping units and plant facilities.
- Performs periodic tests to evaluate operational efficiency of existing pumps and facilities, analyzes system water losses and pump efficiencies, and recommends corrective action.
- Participates in reviewing modifications to contracts and change orders for maintenance and repair work.
- Recommends adoption of new technology and programs for the plant section, including cost analysis and benefit studies, in‑service training, and safety programs.
- Inspects repair work, new projects, and contract work.
- Conducts studies, compiles data, and prepares technical reports and correspondence.
- Oversees maintenance and inventory of equipment and supplies.
- Reviews shop drawings and submittals related to mechanical and electrical facilities, conducts inspections and acceptance tests of all plant facilities and equipment, and handles purchase requisitions or payments; may serve as project engineer in design or construction related to plant facilities.
- Serves as consultant to department personnel inspecting plumbing construction work.
- Graduation from an accredited college or university with a baccalaureate degree in mechanical engineering.
- One (1) year of registered professional mechanical engineering experience.
- Possession of a certificate of registration as a professional mechanical engineer in the State of Hawai‘i at the time of filing.
- Possession of a valid State of Hawai‘i driver’s license (Class
3) or an equivalent driver’s license.
