Duties Summary
Under general supervision, performs a variety of complex subprofessional, technical work in support of professional engineering activities and projects; may supervise and participate in the activities of a small group of lower level technicians and engineering aids; and performs other related duties as required.
Examples of Duties- Constructs comprehensive statistical analyses, cost and volumetric computations for planning, development, permitting, engineering design, feasibility studies, and regulatory compliance.
- Reviews, analyzes, and approves permit applications, forms, and reports related to regulatory compliance, public facilities clearance, land use, and development proposals; evaluates water quality and back‑connection control data; approves water service or sewer connection applications.
- Ensures consistency of projects with environmental assessment and policy guidelines.
- Conducts tests and inspections of construction materials and processes for conformance to specifications and plans.
- Collaborates closely with professional personnel on planning, engineering design projects requiring follow‑through.
- Operates county vehicles for construction inspections as directed by professional personnel.
- Provides customers, general public, and engineering consultants with information on water quality, water service or sewer connections, permits, and compliance actions.
- Conducts surveys and public notifications for customer information and regulatory compliance.
- Operates CAD and/or GIS systems; serves as network administrator supporting engineering operations.
- Maintains files, records, and database files, including electronic versions.
- Prepares CAD‑generated drawings, sketches, and schemes; prepares GIS‑generated maps and exhibits.
- Assists engineers with field trips, public informational meetings, workshops, seminars, conferences, meetings, and hearings.
- May supervise lower level technicians and engineering aids.
- Performs other related duties as assigned.
Training and
Experience:
- High school graduation.
- Three (3) years of technical experience in engineering‑oriented support functions such as research, data collection and analysis, inspection, testing, designing, CAD and/or GIS, surveying and/or drafting.
- Valid State of Hawai‘i driver’s license (Class
3) or any other comparable license at the time of filing.
Substitution of education for required experience:
An associate’s degree or higher from an accredited college or university in Engineering, Engineering Drafting, or CAD may be substituted for two (2) years of the required experience.
Mathematics including algebra, geometry, and trigonometry; engineering terminology; basic engineering principles and practices; sources of technical information and pertinent regulations; principles and practices of supervision.
Abilities- Make mathematical computations.
- Apply practical knowledge of engineering techniques and practices to solve engineering problems.
- Conduct research and tests to evaluate equipment, systems, and materials.
- Read plans and specifications; extract, compile, and evaluate data and prepare reports.
- Prepare drawings, charts, and other graphic materials.
- Operate micro and/or mini computer systems and peripherals.
- Give and follow oral and written instructions.
