Position: Engineering Support Technician II - SR-15

Performs a variety of moderately difficult sub‑professional, technical work in support of professional engineering activities; and performs other related duties as required.

Position

Engineering Support Technician II, SR‑15 – immediate permanent full‑time vacancy;
Department of Public Works – Traffic Division, Hilo.

Working Hours

Monday – Friday; 7:00 a.m. to 3:30 p.m.

Salary

Monthly salary: $4,563 (next level is Engineering Support Technician III, SR‑17).

Responsibilities
  • Assist in data gathering, compiling statistics, and making cost and volumetric computations to be used for planning, development, and engineering studies and for regulation compliance.
  • Assist in determining water commitment deposits, facilities charges, capital assessment fees, or any other applicable fees for development projects.
  • Review and recommend approval/disapproval of various applications, permits, forms, and reports within area of responsibility.
  • Conduct simple traffic safety and traffic calming investigations, including collecting and compiling data, to assist Engineer with planning projects to help reduce traffic accidents and lower vehicular speeds.
  • Review simple plans and specifications for conformance with applicable laws, rules, regulations, and codes.
  • Assist in the simple design of facilities, roadways, and other civil engineering projects.
  • Assist with inspection of construction for compliance with approved plans and specifications.
  • Assist survey crew with field work assignments including serving as a rodperson, recording notes, hauling and setting up survey equipment.
  • Answer inquiries from customers and the general public; provide information on procedures relating to applications for building permits, water service, etc.
  • Draft various agreements.
  • Maintain records and databases; maintain schedules of required test dates, e.g., back flow prevention device testing; bacteriological, chemical, and radiological analyses.
  • Participate in conducting surveys and in public notifications for customer information and regulation compliance.
  • Catalog and maintain engineering reference materials and information.
  • Assist in analyzing and monitoring data and statistical reports; prepare charts, visual aids, and other technical materials as requested.
  • Prepare CAD generated drawings, sketches and schemes; prepare GIS generated maps and exhibits.
  • May assist with various tasks involving administrative and clerical matters.
Training and Experience
  • High school graduation.
  • Two (2) years of technical experience in engineering oriented support functions such as research, data collection and analysis, inspection, testing, designing, surveying, and/or drafting activities.
  • Valid State of Hawaii driver's license (Class
    3) or comparable license (required for immediate vacancy).
Substitution of Education for Experience

An associate degree or higher from an accredited college or university in Engineering, Engineering Drafting, or CAD may substitute for two (2) years of the required experience. Official transcripts are required to support the substitution. Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency.

Knowledge of

Mathematics including algebra, geometry, and trigonometry; engineering terminology; basic engineering principles and practices; applicable environmental, building, or other laws, rules, regulations, and codes; CAD software programs; sources of technical information and pertinent regulations and references.

Ability to

Make mathematical computations; relate and apply practical knowledge of engineering techniques and practices to the solution of engineering problems; conduct research and tests to evaluate equipment, systems, and materials; read plans and specifications; extract, compile, and evaluate data and prepare reports; use CAD programs to prepare drawings, charts, and other graphic materials; operate micro and/or mini computer systems and its peripherals;

understand and follow oral and written instructions.
