Position: Energy Management Analyst - EN-24

Job Title

Plans, researches, analyzes, develops, and implements energy management and savings programs for the Department of Water Supply (DWS); serves as the principle resource person on energy management issues; and performs other related duties as required.

Examples Of Duties

Tracks energy use on a monthly and annual basis; formalizes the data collection to analyze energy consumption, water pumpage, and water consumption.

Manages data input and report generation for electric utility and pumpage data; develops standard operating procedures to provide accurate and up-to-date utility and pumpage information.

Researches missing or inconsistent electric utility data; follows up with the electric utility to remedy or rectify data.

Serves as the department's liaison with the electric utility coordinating and following up on any electric meter removal or account stoppage.

Researches and analyzes developments at the Public Utility Commission relating to future rate increases from the electric utility or any rules that may affect future DWS energy projects.

Periodically reports to the Water Board on current forecasted value of energy expenditures, energy projects, and other related energy items.

Participates in DWS strategic growth planning to ensure the impact of energy expenditures is considered in future DWS projects.

Researches and analyzes current electric utility rates and optimizes the rate structures of existing accounts; works with electric utility to develop new rate structures.

Collaborates with DWS operations personnel to implement procedures and to conduct on-site tests to meet utility rate structure requirements.

Assists with ongoing DWS non-revenue water loss program by developing and implementing unaccounted water projects.

Coordinates pump system efficiency testing program; reviews and analyzes data using pump software; develops plans for improvement based on testing data; issues updates on most efficient use of pumps for operators.

Conducts research on new technologies or potential projects to reduce long-term energy costs such as using more efficient pumps or pump technology, installing power factor correction capacitors, installing premium efficiency motors, installing or removing variable frequency drives, and installing demand controls or Energy Management Supervisory Control and Data Acquisition (SCADA) systems for SCADA system improvements/upgrades.

Explores alternative sources of energy such as solar, wind, hydro-generation, and distributed generation; evaluates existing water conservation projects; compiles, verifies, evaluates, and analyzes data relating to energy savings from the various projects; prepares reports of recommendations.

Develops a standby generation program to ensure uninterrupted water delivery to DWS customers in the event of a utility outage or natural disaster.

Keeps abreast of current laws, regulations, and tax incentives to determine possible opportunities for energy programs or projects.

May supervise personnel as assigned.

Performs other related duties as assigned.

Minimum Qualification Requirements

Training and

Experience:

A combination of education and experience substantially equivalent to:

  • Graduation from an accredited college or university with a baccalaureate degree in electrical, civil, or mechanical engineering (scan and attach a copy of your official college transcript to your application), and
  • Four (4) years of responsible professional experience in developing and implementing programs or projects related to energy planning, services, management, or conservation, and
  • Possession of a valid State of Hawai'i Driver License (Class
    3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's at time of hire).

Note:

Examination:
