Job DescriptionPerforms a variety of moderately difficult sub-professional, technical work in support of professional engineering activities; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Department of Public Works – Traffic Division in Hilo. Working Hours for the vacancy with the Department of Public Works:
Monday - Friday; 7:00 a.m. to 3:30 p.m. This Engineering Support Technician II, SR-15 position is a career ladder position. The next level in the series is Engineering Support Technician III, SR-17, $4,563/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Assist in data gathering, compiling statistics, and making cost and volumetric computations to be used for planning, development, and engineering studies and for regulation compliance.
- Assists in determining water commitment deposits, facilities charges, capital assessment fees, or any other applicable fees for development projects.
- Reviews and recommends approval/disapproval of various applications, permits, forms, and reports within area of responsibility.
- Conducts simple traffic safety and traffic calming investigations, including collecting and compiling data, to assist Engineer with planning projects to help reduce traffic accidents and lower vehicular speeds.
- Reviews simple plans and specifications for conformance with applicable laws, rules, regulations, and codes, etc.
- Assists in the simple design of facilities, roadways, and other civil engineering projects.
- Assists with inspection of construction for compliance with approved plans and specifications.
- Assists survey crew with field work assignments including serving as a rodperson, recording notes, hauling and setting up survey equipment, etc.
- Answers inquiries from customers and the general public; provides information on procedures relating to applications for building permits, water service, etc.
- Drafts various agreements.
- Maintains records and databases; maintains schedules of required test dates, e.g. back flow prevention devise testing; bacteriological, chemical, and radiological analyses; etc.
- Participates in conducting surveys and in public notifications for customer information and regulation compliance.
- Catalogs and maintains engineering reference materials and information.
- Assists in analyzing and monitoring data and statistical reports; prepares charts, visual aids, and other technical materials as requested.
- Prepares CAD generated drawings, sketches and schemes; prepares GIS generated maps and exhibits.
- May assist with various tasks involving administrative and clerical matters.
Training and
Experience:
A combination of education and experience substantially equivalent to:
- Graduation from high school, and
- Two (2) years of technical experience in engineering oriented support functions such as in research, data collection and analyses, inspection, testing, designing, surveying and/or drafting activities.
- Possession of a valid State of Hawai`i driver's license (Class
3) or any other valid comparable motor vehicle operator's license as applicable to the position. You will be required to submit your valid driver's license at time of hire, if the position requires a driver's license.
Substitution of education for required experience:
An Associates degree or higher from an accredited college or university in Engineering, Engineering Drafting, or CAD may be substituted for two (2) years of the required experience. (Scan and attach your official college transcript to be credited for the substitution of experience.)
