Duties Summary

Participates in the planning, coordination, and issuance of general obligation, special purpose, revenue, and other types of bonds for the State of Hawaii and other public and private organizations and agencies; participates in the development and execution of a comprehensive plan for each bond issue; gathers and evaluates data relating to each bond issue; analyzes bond structuring proposals and bond product proposals and assess feasibility for State participation;

ensures that each bond issue conforms to State and Federal laws and regulations; keeps abreast of current market conditions; and performs other related duties as assigned.

Minimum Qualification Requirements

Legal Authorization To Work
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education: A bachelor's degree from an accredited four (4) year college or university.

General

Experience:

One and one-half (1-1/2) years of progressively responsible professional work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action. Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem-solving methods and techniques, identify alternatives, use judgment in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action.

The work experience must also demonstrate a general knowledge of accounting, finance, economics, and/or fiscal principles and practices.

Specialized

Experience:

One (1) year of progressively responsible professional work experience which demonstrated a general knowledge of the principles and practices of investments and investment banking or bonds and securities including knowledge of Hawaii State and Federal laws and regulations relating to the sale of securities and government bonds.
