Position: Planning Inspector II - SR-19

Overview

Inspects and assesses uses, sites, buildings, and structures for compliance with State and County land‑use laws, ordinances, rules, and permits; issues citations for non‑compliance; and performs related duties as required.

Responsibilities
  • Research and Investigation
    • Investigates complaints and alleged violations of State and County land‑use laws.
    • Collects information through on‑site inspections, interviews, and examinations of files.
    • Reviews plans and specifications to determine violations and their extent.
    • Checks conformance to zoning and subdivision standards such as parking, height, setbacks, spacing, and bulk.
    • Collaborates with staff on inspections and compliance with zoning, subdivision codes, COZ regulations, and department policies.
    • Consults with other County departments for expertise on potential violations.
    • Refers cases to other County agencies when offenses fall outside the Planning Department’s authority.
  • Case Management
    • Maintains files and records of all complaints and violations, including charts, maps, and photographs.
    • Discusses findings with superiors and other staff as needed.
    • Metes with violators to explain remedial action, penalties, appeal rights, and procedures for variances.
    • Drafts and prepares correspondence related to cases.
    • Follows up on cases and provides grace periods for corrective actions.
    • Initiates enforcement action when necessary.
    • Assists legal and other agencies by providing information and testifying at hearings and court.
  • Other Duties
    • Attends community, board, commission, and County council meetings as requested.
    • Prepares correspondence and informational materials; responds to public inquiries.
    • Keeps current with revisions to State and County laws, codes, and department policies.
    • Performs additional duties as assigned.
Minimum Qualifications
  • High‑school graduation.
  • Four (4) years of inspectional or investigative work experience, including at least two (2) years in housing, building, zoning, or related code enforcement inspection.
  • Valid State of Hawaiʻi driver’s license (Class
    3) or an equivalent license.

Applicants who meet the minimum qualifications will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education, and experience as presented in the application.

Knowledge & Ability
  • Knowledge of zoning and subdivision laws, planning rules, enforcement methods, legal procedures, report writing, and public relations.
  • Ability to inspect sites, analyze plans, interpret ordinances, gather and evaluate facts, prepare clear reports, and follow cases to closure.
  • Competence in testing the public, cooperating with other agencies, and maintaining professional relationships.
