Position: DEPARTMENTAL PROGRAM OFFICER (GOVERNMENT TAX ADMINISTRATION) - DOWNTOWN, OAHU

Duties Summary

The Departmental Program Officer (DPO) is responsible for managing the development of tax policies and procedures, overseeing legislative tax data‑change planning and implementation for the Department and the State, administering the Program Office, and advising the Director of Taxation on data‑change services to support an efficient and accurate tax system.

Minimum Qualification Requirements
  • Legal Authorization to Work
    :
    Citizens, nationals, permanent residents of the United States, or those eligible under federal law for unrestricted employment in the United States.
  • Basic Education Requirement
    :
    Graduation from an accredited four‑year college or university with a bachelor’s degree.
  • General Experience Requirement
    :
    One year of progressively responsible administrative, professional, analytical, or other work experience requiring advanced analytical skills, including reading, interpreting, evaluating technical subjects, applying problem‑solving methods, and preparing concise written reports and recommendations.
  • Specialized Selective Certification Experience Requirement
    :
    Three and one‑half years of professional work experience in federal or state government tax administration, involving regulation of tax compliance, cross‑functional project coordination, and knowledge of current federal and state tax laws, policies, and processes.
  • Supervisory Experience Requirement
    :
    One year of formal supervisory work overseeing a professional staff, including planning, scheduling, directing work, assigning and reviewing tasks, advising on problems, training, and evaluating performance.
  • Managerial Aptitude Requirement
    :
    Demonstrated ability to organize, schedule, and coordinate activities to meet program objectives within time, resource, and budget constraints; evidence of leadership and managerial skills through work assignments or educational training.
