Position: ADMINISTRATIVE SPECIALIST III AND IV - LIHUE, KAUAI

The current vacancy is located in Lihue and is with the Department of Health.

Salary

Level III – $5,107 to $6,221 per month (SR-20, Step D to I)

Level IV – $5,527 to $6,728 per month (SR-22, Step D to I)

Note:

Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors.

Overview

Applicants will be placed on the eligible list for all levels for which they are qualified.

The Administrative Specialist aids in getting things done through knowledge of and skill in dealing with organizations, workflow processes, funding, resources, equipment and other tools of management. The focus of the work is in the management of financial and human resources; however, a position in this series also performs key work in several other vital functions such as program evaluation, budgeting, procurement, service contract negotiations, reports management, data processing and related activities.

Responsibilities

Level III – Assist a higher‑level Specialist or Officer in overseeing administrative aspects of a program and organization. Duties include managing operational details; providing guidance and advice to component units; overseeing conformance to administrative plans, policies and procedures; and serving as liaison between the program and other offices and agencies. Performs other duties as assigned.

Level IV – Assist a program manager/administrator in developing and overseeing administrative aspects of a program and organization. Responsibilities include providing independent professional administrative support services in managing the program’s fiscal and human resources; and performing other duties as assigned.

Minimum Qualification Requirements
  • Legal Authorization to Work:
    Citizens, nationals or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
  • Education:

    Graduation from an accredited four‑year college or university with a bachelor’s degree.
  • Specialized

    Experience:

    One and one‑half years for Level III, and two and one‑half years for Level IV of business administration, public administration or other responsible professional experience requiring a high degree of analytical skill and involving evaluating and improving managerial policies, systems, work methods and practices and personnel needs.
  • Driver’s License:
    Some positions require possession of a valid driver’s license at the time of appointment.
  • Substitution Allowed:
    Relevant substitutions, as described in the Minimum Qualification Requirements, will apply.
