Duties Summary
Performs counter work in reviewing building permit applications and architectural and cadastral plans for conformance to the Zoning Code and other applicable laws, rules, and regulations. Reviews and approves building permits for simple to moderately complex residential and commercial structures; receives subdivision and zoning applications; and performs other related duties as required. This level is distinguished by its primary responsibility for reviewing and approving simple plans and applications for residential and commercial structures.
Exampleof Duties
- Receives architectural and cadastral plans, building permit and sign applications, and subdivision and zoning applications over the counter.
- Checks applications for accuracy and completeness of information; reviews architectural and cadastral plans and various types of applications, permits, and registrations for conformance to various county planning ordinances and related laws, rules, and regulations.
- Examines plans to determine the proper setback, height, structural usage, floor area, recreation, and other requirements to ensure compliance with Zoning Code requirements.
- Upon completion of review of plans, applications, and permits, approves as authorized.
- Receives and processes complaints of zoning violations and refers to staff for investigation and follow-up.
- Provides information to the public on matters pertaining to planning laws, rules and regulations, and departmental activities, procedures and policies.
- Directs applicants to various agencies to secure necessary clearances.
- Maintains records of subdivision and planning permit files.
- Keeps tax map key books current by posting required information.
- Assembles background material for Council, Board of Appeals, or other boards and commissions as required.
- Receives subdivision and public hearing application filing fees.
- Assists in the review and processing of complex plans and specifications.
- May instruct and train lower-level workers.
- Performs other related duties as required.
A combination of education and experience substantially equivalent to:
- Graduation from high school.
- One (1) year of experience in reviewing building plans and specifications for compliance with provisions of laws, codes and/or ordinances.
All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

- Deal courteously and effectively with the public.
- Work harmoniously with others.
