Position
:
Emergency Management Specialist V – Full‑time, permanent.
The basic objectives of the state’s emergency management programs are to assist the State of Hawaii to prepare for, mitigate against, respond to, and recover from emergencies and disasters. This position focuses on the preparation and planning for natural and human‑caused incidents, emergencies and disasters. Responsibilities include budgeting, human resources, financial grants and awards management, procurement and purchasing, fiscal compliance, reporting, and developing improved emergency management services for future responses.
The incumbent also serves as a section lead, planning, organizing, directing, and coordinating a moderate‑size component of the state’s emergency management program. During emergencies, the individual will serve as a State Emergency Response Team (SERT) member and activate the State Emergency Operations Center (SEOC).
- Plan, train and exercise emergency operations.
- Respond to disasters and oversee recovery and mitigation requirements.
- Maintain emergency warning and siren systems, telecommunications and logistics.
- Implement and maintain portions of the state’s emergency management plans in compliance with state, county, and federal laws and policies.
- Coordinate community agencies, public and private entities in emergency preparation, warning, sheltering, and assistance services.
- Manage budget, grants, procurements, financial services, and human resources.
- Develop, deliver, and evaluate emergency plans, training, and exercises.

Citizens, nationals, or permanent residents of the United States, or eligible under federal law for unrestricted employment. - Education
:
Bachelor’s degree from an accredited four‑year college or university. - Experience (4½ years):
Progressive, responsible professional emergency management experience in mitigation, preparedness, response, and recovery, including: planning, training and exercise; disaster recovery and mitigation; emergency warning and siren systems; implementation of state plans; coordination of community agencies; and administrative functions such as budget, grants, and human resources. The experience must demonstrate actual responsibility for independent tasks and include at least one year comparable to a fully independent Emergency Management Specialist V level. - Supervisory Aptitude

Evidence of supervisory abilities and potential, though no prior supervisory experience required. - Driver’s License
:
Valid driver’s license at the time of appointment. - Physical Requirement
:
Ability to lift and carry items of varying weights, with or without reasonable accommodation.
Salary: $6,728 to $8,187 per month (SR‑26, Step D to I). Hiring rates will depend on funds availability.
