This recruitment will be used to establish a list of qualified candidates to fill the current permanent full-time vacancy positions and may be used to fill future vacancies as they occur. Salary: $6,667 to $7,766 per month (SR-24, Step D to I) – Salary includes Shortage Category Differential. Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Positions in the Planner series are concerned with providing legislative and top-level administrative policymakers with information and plans for the orderly and coordinated physical, environmental, social, and/or economic development of Hawaii and/or the services of the State government. Positions are involved with the development of information and rationale for decisions which affect the direction, rate and character of growth of the State and/or of services to the people of the State over a significant period of time.

The Planner V conducts studies and prepares plans for the development of a geographic area, a major area of concern, public facility or activity; establishes and promotes effective relationships with other agencies and jurisdictions; and performs other related duties as assigned. This class involves the full range of professional public planning work required in the conduct of major planning projects.

Work involves conducting fact-finding and analysis, coordinating input from individuals, groups or agencies involved in or affected by the planning process and consideration of a variety of social, economic, physical and environmental factors in the development of plans. Assignments are characterized by the scope, depth and variety of planning considerations required, such as planning for physical, social or economic development of a large geographic area or areas;

planning for a major land use; or for a major kind of public facility, or for a major statewide activity.

• Basic
  
  Education:
  
  Bachelor's degree from an accredited four-year college or university.
• Specialized
  
  Experience:
  
  Three and one-half (3-1/2) years of progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions and identify problems and opportunities in the area(s) of concern.
• Required Involvement: Must show actual involvement in and responsibility for: (A) integration of information to develop policy options and priorities; (B) advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analyses for the formation and programming of plans; (C) formulation and presentation of plans and policy recommendations including alternatives and consequences of action.
• Knowledge and
  
  Skills:
  
  Knowledge of environmental and socioeconomic information sources, practices of public planning, and ability to analyze facts and develop sound conclusions.
• Supervisory Aptitude: Supervisory aptitude may be accepted in lieu of actual supervisory experience when there is strong evidence of necessary supervisory abilities or potential.
• Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements apply.
• Driver’s License: A valid driver’s license is required for some positions at the time of appointment.
