Independently performs the full range of professional medical record activities, including reviewing and analyzing patient records for internal consistency, ensuring all necessary actions have been taken by hospital personnel, checking for completeness and accuracy of forms and factual data; directing a medical record department; applying principles of medical record library science; analyzing medical data from clinical records; compiling statistical reports; dealing tactfully and effectively with others;

and preparing reports.

To qualify, you must meet all of the following requirements:

The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

• A bachelor's degree in medical record science or health information administration from an accredited institution (CAHIIM).
• A Certificate in medical record science or health information administration from an approved school for health information administrators (12 months), and one of the following: a bachelor's degree from an accredited college or university, completion of at least 60 semester hours with 12 hours in biological sciences and 6 hours in mathematics, graduation from an accredited school of nursing, completion of a one‑year training and internship program for health information administrators and possession of a bachelor's degree, possession of a Registered Health Information Administrator (RHIA) Certificate awarded after qualifying on the national examination, or a combination of five years of college/university education, training, and progressively responsible health information administration experience.

• If the applicant qualifies on the basis of a college/university-level education, they must have at least one year of health information administration experience comparable in difficulty and responsibility to that of a Medical Record Technician (Health Information Technician) VI or higher level in State service.
• If the applicant qualifies on the basis of experience alone with no college/university education or training, they must have at least two years of comparable experience.
• Applicants may qualify under any equivalent combination of the requirements.
• A full year of study is defined as a minimum of 30 semester credit hours. Specialized training may be allowed appropriate credit.

One year of progressively responsible professional medical record library work experience.

Relevant substitutions as described in the Minimum Qualification Requirements will apply.

• Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
• Has been convicted of engaging or attempting to engage in sexual activity with a victim who did not consent or was unable to consent.
• Has been civilly or administratively adjudicated to have engaged in the above activity.
• Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation.
