Emergency Planning & Preparedness Program Manager – Hawaii Island
Lead the development, planning, and execution of the company’s emergency planning and preparedness (EPP) programs, including the Electrical Service Restoration Plan (ESRP) and Emergency Action Plans. Serve as the onsite Incident Advisor and drive incident management response capabilities through training, drills, and continuous improvement.
Responsibilities- Manage the EPP programs and Incident Management Team (IMT) working group across the company, ensuring maintenance of programs, development of metrics, and reporting.
- Identify and implement best practices, develop project justification, and lead real‑world emergencies as Incident Advisor.
- Develop short‑term goals and manage projects that support both short‑term and long‑term company objectives; set priorities and lead process improvement efforts.
- Design and execute comprehensive training, drills, and exercises to enhance incident management response capabilities, incorporating industry best practices.
- Deliver National Incident Management System (NIMS) training related to the ESRP and measure training effectiveness.
- Coordinate tabletop exercises and drills, acting as point of contact for internal and external stakeholders, and ensure follow‑up actions are completed.
- Manage the Learning Management System (LMS) and Enable Now in collaboration with stakeholders; maintain training records.
- Maintain liaisons with government agencies and emergency management stakeholders at local, state, and federal levels.
- Represent the company on federal, state, county, community, and business emergency response committees and stay current on relevant programs and policies.
- Identify inconsistencies between company EPP processes and government policies; develop and implement policy and program changes.
- Represent Hawaiian Electric at regional and national conferences and workshops.
- Maintain and update the EPP SharePoint sites, oversee invoice approvals, budget tracking, and rate‑case communications.
- Perform general administrative duties in support of the EPP Department and respond to emergency operations as required, including irregular hours and locations.
- Participate in company emergency response activities as assigned.
- Bachelor’s degree or professional certification in emergency or disaster management, emergency preparedness, planning, homeland security, or a closely related field (preferred).
- Knowledge of emergency management concepts, tools, and frameworks, including NIMS.
- Understanding of emergency action plans and general emergency management principles.
- Willingness to learn Safe Start principles and best practices for a safe workplace.
- Ability to obtain Homeland Security Exercise and Evaluation Program (HSEEP) certification within six months.
- Adaptive, flexible, and able to manage rapidly changing priorities.
- Advanced data analysis skills: trends, models, forecasts, and simulations.
- Strong written, oral, and listening communication skills.
- Ethical, influential, negotiable leader with interpersonal skills and stress management.
- Advanced proficiency with Microsoft Office and related software; experience with enterprise applications such as ERP/EAM and SharePoint.
- Strong problem‑solving, decision‑making, and conflict resolution abilities.
- Effective presentation and facilitation skills for small and large groups.
- Project and program management experience, including budgeting and forecasting.
- Team collaboration and relationship‑building skills.
- Capacity to handle complex, uncertain situations and use structured problem‑solving tools.
- Extensive (8+ years) of professional experience in emergency management programs, or an equivalent combination of education and experience (4–5 years).
- 5–7 years of project management experience in developing and implementing programs, preferably within the utility industry.
- 5–7 years of experience designing and conducting emergency management classroom instruction and training.
