Overview
Honolulu Board of Water Supply is looking for a Field Operations Manager (Program Administrator) to direct the Field Operations Division in administering all of the division's programs.
Responsibilities- Strategic Leadership:
Determine operational priorities for the division and its programs and align them with the Board's vision and mission, the division’s strategic goals and objectives, and statutory responsibilities. - Resource Management:
Effectively optimize financial, human, and material resources to achieve organizational goals. - Stakeholder Engagement:
Build and maintain effective working relationships and collaborative partnerships with internal and external stakeholders. - Infrastructure & Capital Planning:
Confers with BWS engineers on the design of capital projects to ensure layout of mains, facilities, equipment, and other details consistent with BWS design and construction goals, objectives, and standards. - Performance & Innovation:
Drive operational excellence through performance management, continuous improvement, and implementation of industry best practices. - Service Delivery:
Develop and implement innovative, resilient strategies to enhance service. - Perform other related duties as required.
- Position classified as a Disaster Response Worker and is required to staff the Departmental Operations Center (DOC) in times of emergency.
- Works in adverse weather conditions and additional hours as necessary to oversee and coordinate emergency repairs to restore water service as quickly and safely as possible.
- Actual salary will be commensurate with applicable experience, pending approval.
Education Requirement:
Equivalent to graduation from a regionally-accredited college or university with a bachelor’s degree in engineering.
Experience Requirement:
Four (4) years of administrative experience relating to the design, construction, installation, and/or maintenance of a major facilities or systems encompassing field operations of a large geographic area.
- Knowledge of engineering principles and practices related to the operation, maintenance, and repair of major facilities and systems.
- Ability to direct and administer facility maintenance and emergency repair programs.
- Ability to analyze complex problems and develop effective solutions.
- Ability to interpret and apply laws, regulations, policies, and procedures.
- Ability to manage resources, establish priorities, and achieve organizational objectives.
- Strong written and verbal communication skills.
- Ability to build collaborative relationships, foster teamwork, and lead staff effectively.
Possession of a valid license as a professional Engineer in the State of Hawaii
