Job Description

As a Community Disaster Program Manager, you will ensure effective collaboration with Volunteer Services, identify and mobilize partners across the community, and determine readiness resources, facilities, supplies, and local vendors. You will work with volunteers to ensure communities are prepared to respond to disasters.

Key Responsibilities
  • Empower Volunteers: Lead and support a diverse volunteer team responsible for implementing volunteer-led disaster cycle services programming throughout the assigned geographic area.

  • Lead the Program: Implement disaster cycle services activities within the assigned geographic area.

  • Mission Capacity Building: Develop and support disaster volunteers who are the primary workforce, ensuring they are culturally and linguistically representative of the communities they serve. Cultivate and develop Disaster Leadership Volunteers to meet responsibilities in readiness, preparedness, response, and recovery.

  • Engage Community: Lead and coordinate efforts to prepare and mobilize communities and engage partners with functional expertise and assets for disaster preparedness, response, and recovery.

  • Manage in a Matrix: Build relationships and collaborate in a matrix management environment with internal partners, employees, and volunteers.

  • Know Your Communities: Act as the Red Cross disaster subject matter expert to maximize presence, engagement, and mobilization. Prospect and partner with organizations and leaders supporting frontline communities before, during, and after disasters.

  • Ready to Respond: Initiate and coordinate disaster relief operations in the assigned geographic area, aligning with the Disaster Cycle Services Concept of Operations.

Minimum Qualifications
  • Education:

    Bachelor's degree required, or equivalent combination of education and related experience.

  • Experience:

    Minimum five years of experience building, mobilizing, leading, and developing volunteer teams to execute social services programs.

  • A current valid driver's license and good driving record.

Skills and Abilities
  • Excellent interpersonal, verbal, and written communication skills.

  • Analytical and decision-making skills to interpret program trends, formulate recommendations, and develop creative processes for continuous improvement.

  • Record of collaboration with diverse groups and representation of community demographics. Ability to manage multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management.

  • Intermediate proficiency with Microsoft Office.

  • Ability to work outside regular duty hours, including nights and weekends.

Residency Requirements
  • Chapter‑based positions:
    Expected to work daily in assigned geographic area.

  • Regional positions:
    Expected to work daily within regional geographic area.

Physical Requirements

Regular duties include sitting, handling, speaking, and hearing. Requires reaching, walking, stooping, kneeling, crouching, crawling, and lifting up to 15 pounds regularly, occasionally up to 30 pounds. Visual abilities include close and distance vision, color vision, peripheral vision, depth perception, and focus adjustment. Working environment includes moderate noise and a small cubicle setting.
