This position is a non-federal role funded through an existing agreement between
NRCS and NEW Solutions. The enrollee is not a federal employee. The enrollee
will provide direct support to farmers and landowners, enabling the
implementation of conservation practices on the ground. This role contributes to
NRCS's mission by enhancing capacity in field offices and ensuring timely
assistance to producers. It is designed to free up NRCS staff for emergency and
high-priority responses, not to replace federal staff.
This role helps ensure continued progress on conservation planning, practice
implementation, and technical assistance, especially in high-demand or
disaster-affected areas. Additionally, this position aligns with the
Administration's priorities for farmer-first, field-facing, and partner-enabled
capacity expansion.

NEW Solutions connects experienced workers (ages 55+) with the Natural Resources
Conservation Services (NRCS). These are experienced professionals who provide
technical and professional assistance to the Department of Agriculture for the
Agriculture Conservation Experienced Services (ACES) Program.

Qualifications:
Minimum of 20 year(s) of experience in Hawai?ian Archeology and Cultural
Resource Management. OR MA/MS Degree in Archaeology, Anthropology or related
field
Section 106 basic and advanced. Must meet SOI Requirements for archaeology,
have access to Hawai?i SHPD collections for curation, and have the ability to
coordinate the process with minimal oversight from NRCS PIA CRS. Knowledge of
cultural resources processes, including site survey/assessment protocol and
report writing. Valid driver?s license required. Registered Professional
Archaeologist accreditation preferred.
Experience required with Windows, MS Word, MS Excel, MS Power Point
SharePoint, Teams. GPS and GIS skills required for gathering in-field data
and map development in ArcGIS. The ability to develop efficient scanning and
digitizing processes for curation of existing SHPD collections.
Duties:
Advise and support to PIA Leadership Team and the Ecological Sciences Team by
working with NRCS PIA State Cultural Resource Specialist (CRS) and the Assistant
Director for Technology and PIA Director to assist with Native Hawaiian
Organization (NHO) and Hawaii SHPO, and Guam HPO, Commonwealth of Northern
Mariana Islands (CNMI) HPO and American Samoa HPO consultations in support of
Section 106 compliance. Advise CRS in designated geographic area. Reviews
consultation documents for NHOs and SHPO and territorial HPOs, communicates and
coordinates responses. Provide technical expertise to the NRCS Archaeologists
and Cultural Resources Technicians, utilizing an advanced understanding of
NEPA/Section 106 compliance, and anthropological and archaeological field
techniques in connection with locating, testing and evaluating cultural resource
sites. Conducts pre-field office research, field surveys and site evaluations,
using a variety of reference materials, interviews with source individuals,
aerial photographs, and technical instruments. Research areas of proposed
projects for evidence of historic and prehistoric remains. Determines exact
location and features of sites and documents them on maps and state resources
forms. Prepare reports and other documents in support of environmental
