Duties Summary
Under close supervision, performs as an advanced trainee in Recruitment and Examination; performs selected technical assignments of simple to moderate difficulty; and performs other related duties as required.
The Department of Human Resources is the central agency for the County of Hawai'i. There is one (1) immediate permanent full-time vacancy with the Department of Human Resources - Recruitment and Examination Division in Hilo.
This Professional Trainee II, SR-18 position is a career ladder position. The next level in the series is Human Resources Specialist I, SR-20, $4,961.00/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series.

Working Condition:
Position may need to work after hours or before regular scheduled work depending on need.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
* Completes work assignments of simple to moderate difficulty by applying well-established procedures, specific standards, and guides.
* Analyzes problems, conducts fact finding, applies appropriate guides and standards, draws sound conclusions, and prepares written reports of findings and recommendations.
* Assists higher level specialists on more complex projects or performs selected assignments of a major project.
* Completes work assignments characteristic of the next higher level in the specialty area for training and developmental purposes.
* May operate a vehicle to perform work-related duties.
* Performs other related duties as assigned.
Minimum Qualification Requirements
Training and
Experience:
A combination of education and experience substantially equivalent to:
* graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
* six (6) months of progressively responsible professional work experience in recruitment and examination, and
* possession of a valid State of Hawai'i driver's license (Class
3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
Note:
Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. (Scan and attach a copy of your official credential evaluation report to your application.)
Examination:
All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of:
Principles and standard methods and techniques applicable to the specialty area; research methods and techniques; report writing; problem solving methods and techniques; general principles of government organization and functions; and the use of standard office machines, personal computer, and software applications.
Ability to:
Understand, interpret, and apply the principles, standard methods and techniques, laws, rules and regulations, and guides of the specialty area to work assignments; obtain, analyze, and evaluate facts; successfully complete assignments selected to develop the employee for the higher level work; formulate ideas and express them clearly and concisely, orally and in writing; establish and maintain effective working relationships with others;
operate standard office machines and equipment including personal computer; and follow oral and written instructions.
