Position: Transit Program Manager - SR-24

Mass Transit Agency
- Transit Vehicle Maintenance Support Division

There is one (1) immediate permanent full-time vacancy with the Mass Transit Agency
- Transit Vehicle Maintenance Support Division in Hilo. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Duties Summary

Plans, develops, implements, and coordinates various transit programs for the County; evaluates programs and recommends and implements changes in programs' policies and procedures; serves as program resource and liaison within the Mass Transit Agency; and performs other related duties as required.

Examples of Duties
  • Plans, develops, implements, and coordinates County-wide transit programs.
  • Evaluates overall effectiveness and adequacy of programs and recommends and implements changes in programs' policies and procedures to accommodate changing conditions and requirements.
  • Projects program costs through the evaluation of operational data and participates in the preparation and justification of the agency's program budget.
  • Keeps abreast of Federal, State, and County laws, ordinance, regulations, and legislation that govern or may impact programs; may draft testimony or comments as appropriate and testify before the Council on transportation matters.
  • Surveys and evaluates customer needs and concerns; recommends, formulates, and implements new policies, programs, changes, or enhancements of current programs.
  • Oversees grant related matters for designated Mass Transit Agency programs.
  • Researches Federal and State transportation grants and funding proposals.
  • Prepares grant applications and supporting documentation to ensure compliance with grant requirements.
  • Maintains records of grants and monitors compliance with applicable laws, regulations, and policies.
  • Makes preliminary determinations of level of services requirements and routes to fulfill the administration's goal of an island-wide bus system by determining fleet size, location of facilities, and shelters, etc.
  • Evaluates and recommends bus stop locations to best service residents, businesses, and medical service facilities.
  • Reviews and makes recommendations on transportation routes and plans for future effects on community bus services.
  • Participates in the development of technical data, reports, and study materials for presentation to the County Council and to other committees and technical groups.
  • Organizes, coordinates, and participates in community relations programs in support of the County's transportation activities; receives and resolves service-related complaints.
  • Serves as program liaison and attends meetings with employees, departments, vendors, or private and community organizations relating to transportation program matters.
  • Participates in public meetings to publicize and promote available transportation services.
  • Performs other related duties as required.
Minimum Qualification Requirements

Training and Experience : A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • four (4) years of responsible professional or analytical experience which required the formulation and implementation of procedures and/or policies of significant scope. Such experience shall have included or shall have been supplemented by work experience involving transportation planning or activities related to the development or implementation of transportation programs, and
  • possession of a valid State of Hawai'i Driver License (Class
    3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at the time of hire).
