Position: Assistant Plumbing Inspector - SR-16

Overview

Inspects and tests plumbing, gas, and sewer line installations and equipment in buildings and structures of limited size and scope for compliance with plans and specifications, plumbing code and other pertinent ordinances and accepted safety and health standards, and performs other related duties as required.

Responsibilities
  • Receive and review applications for plumbing and gas permits.
  • Check and verify information recorded on applications with related building permits on file.
  • Review less complex plumbing and gas installation plans to determine compatibility with code requirements.
  • Inspect plumbing and gas installations in existing or new residential and small commercial and industrial buildings.
  • Check installations and equipment, including sanitary plumbing systems, domestic water systems, lawn sprinkler systems, water heaters, gas piping, cesspools, and septic tanks.
  • Inspect the installations of sewer lines, wet and dry standpipes, and fire sprinkler systems.
  • Check for detective materials and for size and type of pipes and fittings.
  • Check for grade and alignment.
  • Check installations of gas and hot water systems for quality, capacity of tanks, pressure and leakage.
  • Issue notices of violations of codes and ordinances.
  • Follow up on violation notices to ensure corrections are made.
  • Inspect plumbing and gas installations and equipment in existing buildings.
  • Provide information to plumbing contractors, owners, and others on plumbing code and regulations.
  • Keep work records and prepare reports on inspections.
  • Input and check permit status updates in the permitting software system and/or other applications.
  • May assist in inspecting plumbing and gas installations and equipment in large or multi‑storied buildings.
  • Perform other related duties as assigned.
Training and Experience
  • Graduation from high school.
  • Three (3) years of experience in inspecting or supervising plumbing installation work.
  • Possession of a current State of Hawai`i Master Plumber or Journey level Plumber license at the time of filing.
  • Possession of a valid State of Hawai`i driver’s license (Class 3) or any other valid comparable driver’s license at time of filing.
Examination

All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of
  • Hawai`i County Plumbing Code, safety codes, and other pertinent ordinances relating to plumbing, gas, and sewer line installations in residential and small commercial and industrial buildings.
  • Standard practices, methods, materials, and tools of the plumbing trade.
  • Basic principles of hydraulics as they apply to plumbing installations.
  • Operation and maintenance of standard office machines and equipment.
Ability to
  • Inspect plumbing, gas, and sewer line installations and equipment and render decisions in conformity with pertinent codes and ordinances.
  • Recognize hazardous situations and determine means of correction.
  • Read and interpret plans and specifications, plumbing and sewer codes and ordinances and apply them to specific cases.
  • Deal tactfully with plumbing contractors, workers, and the general public.
  • Keep records and prepare reports.
  • Operate and maintain standard office machines and equipment, including electronic computer equipment and peripherals.
