Position: Assistant Electrical Inspector - SR-16

Duties Summary

Inspects and tests electrical installations and equipment in buildings and structures of limited size and scope for compliance with plans and specifications, electrical codes, and other pertinent ordinances and accepted safety standards; performs other related duties as required.

One permanent full‑time vacancy in the Department of Public Works – Building Division, Hilo.

Responsibilities
  • Review and verify electrical permit applications, including fees and related building permits.
  • Assess less complex electrical plans to determine compliance with wire and equipment code requirements.
  • Inspects electrical installations and equipment in existing and new residential, small commercial, and industrial buildings for compliance with County and National Electrical Codes.
  • Check type, size, and number of wires, boxes, outlets, and conduits being installed.
  • Determine feeder line load by conducting necessary tests.
  • Inspect wiring of appliances and equipment.
  • Issue correction notices, stop‑work orders, and notices of violation; follow up to ensure corrections are made.
  • Advise electrical contractors and owners on proper installation methods.
  • Approve or reject electrical installations and issue certificates of approval when work is approved in final phases.
  • Inspect solar water heater and photovoltaic system installations for compliance with County, National, and engineered plans.
  • Update permit status in the permitting software system.
  • Consult with supervisors on code interpretation or disagreements with contractors.
  • Assist higher‑level inspectors by inspecting phases of large and complex multi‑storied buildings.
  • Maintain work records and prepare inspection reports.
  • Check compliance with contracting and trade licensing laws.
  • Assist in investigating premises where fires occurred to determine whether electrical causes were involved.
Minimum Qualification Requirements

Training and

Experience:

  • High school graduation.
  • Four (4) years of experience in supervision and/or installation, alteration, repair, and maintenance of electrical equipment, wiring, and apparatus as a journey level electrician.
  • Possession of a State of Hawai‘i Journeyman Electrician’s License at time of filing.
  • Possession at time of filing of a valid State of Hawai‘i Class 3 driver’s license or an equivalent license; a copy must be submitted upon hiring.

Examination: All applicants meeting the minimum qualifications receive a base score of 70 points. An education and experience evaluation will be conducted based on the training, education, and experience presented in the application.

Knowledge of

County of Hawai‘i electrical codes, National Electrical Codes, relevant building and safety ordinances, standard practices, methods, processes, materials, and tools of the electrical trade, operating principles of electrical installations, operation and maintenance of office equipment, and electrical contracting and trade licensing laws.

Ability to

Inspect installations and equipment, render decisions in compliance with ordinances and codes, recognize hazardous situations and recommend corrections, read and interpret plans and specifications, maintain records and reports, compute required service entrance equipment capacity, operate office equipment and county vehicles, assist clerical staff, and interact effectively with contractors, owners, and the public.
