Duties Summary
Inspects and tests electrical installations and equipment in all types of buildings and structures, including multi‑storied buildings, for compliance with plans, specifications, electrical codes, and other pertinent ordinances and safety standards.
There is one immediate permanent full‑time vacancy with the Department of Public Works – Building Division in Hilo. The eligible list may be used for other permanent and temporary vacancies; temporary appointments may lead to conversion to permanent appointments.
Responsibilities- Inspect electrical installations and equipment in residential, commercial, and industrial buildings for compliance with the County Electrical Ordinance, National Electrical Codes, engineered plans and specifications.
- Check type, size, and number of wires, boxes, outlets, and conduits being installed.
- Test load on feeder lines and conduct necessary tests.
- Inspect wiring of various appliances and equipment.
- Reject or approve electrical installations and issue certificates of approval when work is approved in its final phases.
- Issue correction notices, stop‑work orders, notices of violations, and follow up to ensure violations are corrected.
- Advise electrical contractors or owners to comply with county ordinances, the National Electrical Code, and engineered plans.
- Investigate premises where fires occurred to determine electrical causes.
- Inspect installation of solar water heaters and photovoltaic systems for compliance with county codes and the National Electrical Code.
- Input and check permit status updates in the permitting software system and other applications.
- Review applications for electrical permits, verify information, and confirm permit fees according to the established rate schedule.
- Check electrical details of plans submitted for permits for code compliance and fee accuracy.
- Review a wide variety of electrical plans to determine whether proposed wiring and equipment meet code requirements.
- Compute capacity for required service entrance equipment and number of circuits based on load.
- Keep work records and prepare inspection reports.
- Check compliance with contracting and trade licensing laws.
- Graduation from high school.
- Four (4) years of experience in the supervision and/or installation, alteration, repair, and maintenance of electrical equipment, wiring, and apparatus as a journeyperson.
- One (1) year of experience in electrical code enforcement work at a regulatory agency.
- Possession of a State of Hawai‘i Supervising Electrician's license at the time of filing.
- Possession of a State of Hawai‘i Driver's license (Class
3) or an equivalent valid driver’s license, required at hire.
- County of Hawai‘i and National Electrical Codes; building and safety codes; standard practices of the electrical trade; legal procedures for enforcing codes; operation and maintenance of office equipment and mobile devices; electrical contracting and licensing laws.
- Inspect installations and render decisions pursuant to ordinances, codes, and plans; recognize hazards and recommend corrections; read and interpret plans, specifications, and codes; interact tactfully with contractors, workers, and the public; maintain records and prepare reports; assist clerical staff with calls; operate office equipment.
