Position: Housing Facilitator (Kona)

Kailua-Kona, HI

Position Overview

HOPE Services Hawaii, Inc. is seeking a Housing Facilitator to independently manage operations and functions of an emergency shelter for 5-31 individuals experiencing homelessness. The facilitator will help shelter guests access and retain safe, long‑term housing and employment opportunities, while providing tailored supportive services.

Responsibilities
  • Act as part of the shelter team focused on housing assistance and employment opportunities
  • Provide oversight and safety for program guests
  • Assist guests and families in becoming document‑ready
  • Assess risks and develop plans to ensure continuity of service
  • Communicate effectively with local community and external agencies, fostering relationships to access needed resources
  • Coordinate service provision with other community programs
  • Report safety, sanitation, and facility security concerns
  • Implement Emergency and Disaster Preparedness procedures as needed
  • Respond immediately to suspicious, dangerous, or emergency situations that jeopardize life, property, or public order
  • Ascertain housing needs and available resources, working with guests to determine options
  • Research and generate resources for affordable and supportive housing options
  • Troubleshoot technical housing issues with staff and guests
  • Assist guests in seeking varied needs to promote long‑term housing stability
  • Participate actively in staff meetings and trainings
  • Perform other duties as assigned
Housing First Approach
  • Provide housing as the first essential step without requirements for sobriety, treatment participation, medication, compliance, or proven 'housing readiness'
  • Apply recovery orientation related to mental wellness and cognitive functioning
  • Reduce harm to the individual and broader community
  • Remain non‑judgmental in behaviors, practices, beliefs, and actions toward service participants
  • Promote and empower participants to make meaningful choices regarding service access and the type, duration, frequency, and intensity of supports

  • Establish professional relationships that support 'doing with' instead of 'doing for'
  • Express empathy and positivity
  • Remain future‑oriented, not anchored to past events, with a realistic sense of hope and possibility

Workplace Considerations

Performing the duties of the Housing Facilitator may involve witnessing or confronting violence, threats of violence, profane, racist, or sexist language, bodily fluids, conflict, interactions with first responders, alcohol and drugs, cigarette smoke, death of participants or associates, nudity, family dynamics, sex work, drug trade, and other unsettling situations. Staff receive training to handle these situations, and the facilitator must provide appropriate direction and support.

  • Use a computer keyboard and monitor for most working hours of shift
  • Climb and/or walk up and down stairs and/or walkways
  • Sit for periods up to 30 minutes continuously
  • Walk or stand for periods up to 30 minutes continuously
  • Lift, carry, pull, and/or push items up to 30 pounds for short distances, including bending, stooping, reaching, and twisting
Minimum Qualifications
  • High School Diploma or equivalent
  • Demonstrated knowledge of community resources
  • Valid Hawaii driver’s license and access to a registered, insured vehicle
  • Personal vehicle with current safety check, registration, and minimum no‑fault insurance coverage
  • Ability to comfortably drive or commute to neighborhoods throughout the community
  • Strong mediation skills, maintaining calm, efficient, and good‑humored approach while managing competing priorities in a fast‑paced, highly productive work environment
  • Ability to work independently and as a team member
  • Availability for occasional evening and weekend shifts
