Position: Safety & Driver Program Specialist - SR-24

Safety And Accident Prevention Program Manager

Oversees and assists management with the monitoring and implementation of safety and accident prevention programs; participates in long-range planning and initial development of overall safety programs; oversees a comprehensive driver improvement and evaluation program for the County; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Department of Human Resources
- Health & Safety Division in Hilo. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples Of Duties
  • Oversees and assists management with the monitoring and implementation of safety and accident prevention programs.
  • Develops, coordinates, and conducts safety training courses to assist departments in carrying out their accident prevention and loss control responsibilities.
  • Participates in long-range planning and initial development of overall safety programs for the County.
  • Conducts safety inspections and investigations of shops, buildings, job sites, etc. to identify and correct unsafe conditions and practices. Prepares report of findings, and recommends corrective action to ensure compliance with laws, safety policies, and procedures.
  • Develops, conducts, or arranges programs to develop employees' safety awareness, their hazardous condition recognition skills, their ability to use safer and more efficient work techniques and practices, their ability to deal with incidents and accidents, etc.
  • Oversees and coordinates a driver improvement program involving the continuous evaluation of drivers, the conduct of driver safety and education courses, and other driver training activities, principally for but not limited to drivers of heavy vehicles and equipment.
  • Establishes or adapts procedures for the periodic examination of drivers possessing a commercial driver's license, including field and practical testing, and certifies as to driver competence and qualification for the category of licenses sought. Recommends the removal of operators from driving duties where such employees fail to meet the standards prescribed.
  • Conducts investigations of vehicle accidents by reviewing accident reports to determine cause and taking corrective action to prevent recurrence of similar types of accidents. Recommends repair or modification of equipment or driver re-education in order to correct discovered deficiencies.
  • Provides management advisory services involving the interpretation and guidance on collective bargaining provisions, policy, procedures, and laws to operating departments and employees regarding confidential matters.
  • Supervises lower-level staff; recommends personnel actions such as hiring, promotions, disciplinary actions, and transfers; evaluates employee job performance and counsels employees as needed.
  • May schedule, coordinate and conduct driver performance examinations that include field and practical testing and may test and qualify applicants who can satisfactorily operate equipment for equipment operator recruitments as requested by departments.
  • Operates a vehicle for work-related duties.
  • Performs other related duties as required.
Minimum Qualification Requirements

Training and Experience : A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • five (5) years of experience in industrial safety and accident prevention, of which
  • three (3) years shall have involved conducting Commercial Driver's License (CDL) driver instruction and evaluation, and
  • possession of a current Department of Transportation Medical Examiner's Certificate at time of filing (scan and attach a copy of your current Medical Examiner's Certificate to your application), and
  • possession of a valid State of Hawai'i Commercial Driver License (Class
