Payroll and Financial Analyst
Job DescriptionResponsible for performing complex payroll, accounting, and financial support functions, including payroll processing, tax reporting, account reconciliations, accounts receivable and accounts payable activities, journal entry preparation, financial record maintenance, audit support, and compliance with federal, state, and local regulations. Ensures the accuracy and integrity of financial data while providing support to departmental operations and maintaining strict confidentiality of employee and financial information.
EssentialDuties
Payroll duties:
- Verifies timecard transmittals for accuracy of hours worked for each employee and enters information into the payroll system.
- Notifies each department of any mistakes, insures corrections have been made.
- Generates and prints payroll reports, checks, and direct deposit stubs.
- Calculates and creates manual checks electronically for payout to terminated employees, calculates retroactive merit increases and longevity pay.
- Creates and prints the balance sheet and check request from payroll edit.
- Calculates FICA and Federal Withholding taxes owed and electronically files payments.
- Reconciles the PERA payments reported to PERA electronically.
- Reconciles the taxes payable in the G/L account each month.
- Maintains and updates employee deduction files in database to reflect any payroll deductions or changes.
- Creates and enters check requests for payroll deductions payments. Prints and mails the checks every other week.
- Balances and reconciles employee accrual records.

Financial Analyst duties:
- Maintains and manage accounts receivable - this includes the monthly preparation and balancing of lease invoices, weed-mowing invoices, and condemnation invoices as well as other miscellaneous invoices as necessary.
- Posts and prints Accounts Payable checks and check register weekly.
- Posts imported journal entries daily for money taken in by the Water Department and the Clerk's Office.
- Is responsible for balance sheet reconciliation of business license/clerks and utility
- Verifies and enters various miscellaneous journal entries to the general ledger system as needed.
- Provides back up to the Accounts Payable Technicians and Purchasing Specialist as needed.
- Assists with internal audits, testing various cash processes and conducting cash audits.

Non-essential duties:
- May serve on various employee committees, as required and assigned.
This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.
Minimum qualifications:
Education and Experience :
Graduation from high school required. Three (3) years of prior payroll experience required.
Skills, Knowledge and Abilities :
- Intermediate proficiency in Microsoft Excel required
- Ability to learn Federal and State payroll withholding tax calculations and reporting.
- Ability to perform duties with a high degree of attention to detail with a high degree of accuracy.
- Ability to establish and maintain effective working relationships with Finance staff and City employees.
Licensing and
Certifications:
Valid state issued driver's license.
Supervision Received:
Works under the broad policy guidance and direction of the Assistant Finance Director and Finance Director.
