I. Primary Function: The Project Manager works closely with the Project Superintendent to plan, execute, monitor, coordinate, control, and close heavy/highway construction projects. The PM is ultimately responsible to ensure that resources are scheduled and deployed so that all safety requirements, contract requirements, client expectations, and profitability forecasts are being met or exceeded. The PM must evaluate contracts and/or agreements, assess deliverables, and then communicate, delegate, and document responsibility for those deliverables to all other team members, subcontractors, and consultants.

II. Major

Duties and Responsibilities:

  • Identify, communicate, and document all project responsibilities within the project team.
  • Work closely with the Project Estimator to understand the budget and scope of work.
  • Conduct regular project team meetings and manage subcontractor performance with a keen emphasis on budget control and time management.
  • Identify job problems and issues, initiate documented action, verify implementation of solutions.
  • Interact with clients, architects, engineers, and local jurisdictions to incorporate project objectives, schedules, permits, costs, etc.
  • Manage project administration and communications including RFIs, submittals, meeting minutes, progress billing, logs, and reports.
  • Utilize project management tools to track project costs.
  • Prepare project-specific financial projections as necessary.
  • Create daily, weekly, and long-term detailed progress schedules based on input from project and general superintendents.
  • Create and/or review detailed critical path schedules for submittal and acceptance by owners in P6 or equivalent.
  • Manage and track schedule progress and maintain constant awareness of schedule status.
  • Identify, notify, document, and negotiate time extension requests or schedule recovery with owners and their reps.

III. Additional Responsibilities:

  • Attend all owner pre-construction meetings.
  • Participate in estimating handoff meetings.
  • Develop, price, prepare, and present change order proposals.
  • Manage and review progress pay requests to ensure all measures are taken to maintain positive cash flow.
  • Identify and manage negotiations and payments for extra work with owner’s reps.
  • Identify and track project issues impacting cost and manage their resolution.
  • Escalate issues to the VP of Project Management or VP of Operations.
  • Prepare and facilitate pre-construction strategy and execution meetings.
  • Be on call in winter to supervise snow removal outside of working hours when required.
  • Answer calls during non-work hours for emergency communication.

IV. Required Skill/Knowledge:

  • Minimum of 5 years of heavy highway or airport experience in projects ranging from $5-$20 million.
  • Knowledge of construction industry practices and procedures.
  • Detailed, organized, accurate.
  • Ability to multi-task across several projects.
  • Proficient in Outlook, Excel, Word, MS Project, Viewpoint, and HCSS Heavy Job.
  • Working knowledge of estimating and scheduling software.
  • Strong communication and leadership skills.
  • Self-directed and motivated.
  • Ability to complete projects on time and on budget.
  • Experience with CPM schedules.
  • Strong negotiation skills.

V. Mandatory

Physical Requirements:

  • Lift up to 50 lbs frequently.
  • Stand up to 12 hours per day with breaks.
  • Stoop and climb frequently.
  • Walk on uneven terrain.
  • Drive long distances frequently.

VI. Education Level / Certification: Degree in Civil Engineering, Construction Management, or related experience.

VII. Problem Solving: Ability to resolve scheduling conflicts, work effectively with all levels of field personnel, and project future costs.

VIII. Internal/External Contacts:

  • Internal:
    Daily communication with project superintendents, weekly with General Superintendents, daily with VP of Project Management, weekly with Contract Administrator, bi-monthly with project accountants, monthly with materials managers, weekly with PM Administrator.
  • External:
    Daily with resident engineers, construction managers, owner’s reps, owners, and stakeholders; weekly with subcontractors; regular with material sources.
