Job Objective:
Program Development and Evaluation Consultant (PDEC) provides expertise for a broad
range of programming for children, youth, and adults. The PDEC provides consultation and support to territorial divisional, city and corps center focusing on Salvation Army programs standards related to housing, casework, substance abuse, and behavioral health.
The PDEC emphasizes the integration of best practices within all Salvation Army programs based on the implementation of the National Social Services Standards, Basic Social Services Standard and all associated Evaluation Study Tools and Resources. The PDEC supports the objectives of the Territorial Social Services Department, by monitoring trends related to assigned areas of services and programs.
The PDEC emphasizes the integration of ethical and developmental approaches to programs and services provided for children, youth, and adults throughout The Army's social service ministries, so that their unique needs for pastoral care and Christian love and instruction are readily attainable.
Essential Job Functions:

As requested or assigned by the Territorial Social Services Secretary, and in consultation with the Program Evaluation, Development, and Training Coordinator, the Program Consultant will:
Consultations and Program Development
- Provide consultation and program development to divisional, city, and corps centers for programs (housing programs, behavioral health programs, family & social service centers, children's residential programs, non-residential children's services, adult day care programs, case management services, food services, foster care programs, medical/dental clinics, Pathway of Hope, disaster-related social service programs.
- Assist Divisional Social Services Directors with the ongoing development of policies and procedures, goals and objectives, and outcome-based measures related to social service programs at all levels of Salvation Army ministry.
- Keep current on program funding resources, both public and private, and assist Divisional Social Services Directors in working with program directors, officers, and other related individuals to secure financial support for programs.
- Review social service literature, newsletters, professional journals, and other resources and share relevant information on program development, resource changes in licensing or certification standards, changes in policies and procedures, model programs, etc., with Divisional Social Services Directors, program directors, and others, as appropriate.
- Participate in planning and program development at divisional, city, and corps centers.
- Cooperate with Adult Rehabilitation Center Command and other Territorial Headquarters departments on kindred projects.
- Support the Territorial Social Services Department in developing social media, newsletters, Teams channels and the development of other resources to support the field in further understanding of the organization's mission, learning and strategic priorities for social services.
Evaluation Coordination with Divisional Leadership
- Schedule and assign program reviews and certification of Salvation Army social Service programs in the Central Territory on a three-year rotation schedule.
- Schedule and assign individuals and teams (staff and peer reviewers) for program reviews of Salvation Army social service programs in the Central Territory, as needed and appropriate.
- Prepare and train territorial and divisional social services staff on program evaluation and certification procedures, pastoral care consultations, and basic social services evaluations.
- Generate new evaluations on the web tool in concert with divisional leadership for all program evaluations and support the division's efforts with their basic evaluation process.
- Recruit, prepare, and train peer reviewers to conduct program evaluations for Salvation Army social service programs.
- Manage evaluation-related paperwork by ensuring all necessary materials are current, properly filed, and stored.
