Job Summary:
This position is responsible for providing construction oversight, field inspection, and engineering support for the water distribution and wastewater collection systems. The role supports HBPW capital improvement projects, private development projects, and related utility infrastructure work through field observation, documentation, plan review, construction coordination, and communication with contractors, consultants, developers, and internal staff. The position also provides engineering support and construction oversight for the City of Holland snowmelt system.
- Act as Project Representative for water and wastewater capital improvement projects, including planning support, design review, construction oversight, field coordination, operation, and maintenance support.
- Perform field inspections of capital improvement projects, private development projects, and utility-related construction for compliance with HBPW standards, approved plans, specifications, and applicable requirements.
- Observe, document, and track construction progress within the W/WW service area, including daily field notes, photos, quantities, project updates, and related records.
- Review construction drawings, standards, specifications, and project documents to support field inspection, construction coordination, and project delivery.
- Assist with plan review for private development projects, including site plans, utility extensions, service connections, and infrastructure impacts to HBPW systems.
- Review and help ensure proposed work impacting W/WW systems and services comply with applicable master plans, HBPW standards, and State, regional, and federal requirements.
- Oversee and review related work performed by consultants, contractors, developers, and third-party representatives
- Coordinate with internal departments, consultants, contractors, developers, municipal partners, and regulatory agencies as needed to support construction and development-related activities.
- Address questions and concerns related to W/WW systems and services from contractors, community members, developers, consultants, and organizational staff.
- Support record keeping, data entry, GIS updates, document preparation, project closeout, and reporting related to assigned projects and construction activity.
- Perform all other tasks as assigned.
- Associate degree in Civil Engineering Technology, Construction Management, Construction Technology, or a related field; or equivalent education, training, and experience.
- Field experience related to utility construction, civil infrastructure, construction inspection, project coordination, or construction oversight.
- Ability to read, interpret, and apply construction drawings, standards, specifications, and project documents.
- Ability to observe construction activity, identify potential issues, document field conditions, and communicate findings clearly and professionally.
- Proficiency with data entry and the ability to create, compile, and maintain project documents, communications, reports, and construction records.
- Excellent organizational, documentation, and record keeping skills.
- Interpersonal skills necessary to provide courteous, accurate, and professional information and responses to community members, contractors, consultants, developers, and various levels of organizational staff.
- Ability to work independently in the field and manage multiple assignments with attention to detail.
- Valid Michigan Driver License.
- Bachelor’s degree in civil engineering, Construction Management, or a related field.
- Engineer-in-Training certification, or interest in progressing toward professional engineering licensure.
- Experience in water distribution, wastewater collection, utility construction, road construction, site development, or municipal infrastructure inspection.
- At least two years of experience in water/wastewater construction, construction inspection, construction coordination, or related field work.
- Experience working with contractors, consultants, municipal staff, developers, or regulatory agencies on construction or infrastructure projects.
- Proficiency with ArcGIS and Microsoft programs, including Excel, Word, Outlook, and Teams.
